Reviewing legal review work, promoting disbursement of public investment capital for 2 expressway projects

On the afternoon of November 17, comrade Nguyen Hong Hai, member of the Provincial Party Committee, Vice Chairman of Lam Dong Provincial People's Committee, chaired a working session with leaders of the Department of Construction, Department of Finance, Land Fund Development Center and related units on site clearance and disbursement of public investment capital for two expressway projects: Tan Phu - Bao Loc and Bao Loc - Lien Khuong.

According to a report by the Land Fund Development Center, as of November 2025, the Bao Loc - Lien Khuong expressway project had reclaimed 582.08 hectares of land, affecting 2,457 cases (households, individuals, and organizations).

Up to now, the counting work has reached 98.20% (2,413/2,457 files), the transfer to local authorities for legal review has reached 93.37% (2,253 files). Local authorities have reviewed 1,634 files (72.53%), of which 1,399 files are eligible, and compensation and support plans for 882 files are currently being posted, with a total amount of about 807.1 billion VND.

The Land Fund Development Center said the project is facing difficulties due to some files not being transferred, land boundary disputes; many files are awaiting legal review or are not qualified.

For the Tan Phu – Bao Loc project, 396.2 hectares of land were recovered, affecting 913 cases. Currently, the count has reached 75.46% (689/913 files), and 224 files are still being counted. The transfer to local authorities for legal consideration has reached 66.47% (458 files), of which the local authorities have reviewed the legality of 87 files (18.99%), all of which are eligible.

Compared to the Bao Loc – Lien Khuong project, the progress of the Tan Phu – Bao Loc project is slower, the rate of counting and legal review is lower. The main reasons are the lack of information on land users, incomplete records, or people have not agreed to sign.

Concluding the working session, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai directed the Department of Construction and Construction Investment Project Management Board No. 1 to continue monitoring and urging, emphasizing the need to pay attention to the work of reforestation on the two expressways.

He requested to urgently complete the inventory, review legal documents, and appraise documents to proceed with disbursing capital in 2025 for both projects.

The total public investment capital for the Tan Phu – Bao Loc expressway project is 18,120 billion VND, of which state capital is 6,500 billion VND and investor capital is 11,620 billion VND. For the Bao Loc – Lien Khuong project, the total preliminary investment capital is about 19,521 billion VND, of which state capital accounts for 7,761 billion VND.
