
In particular, the city assigned the Department of Health to preside over and coordinate with the Departments of Education and Training, Industry and Trade, Agriculture and Environment, People's Committees of Quang Minh, Noi Bai, An Khanh communes and related units to review models, complete the process of organizing meals for boarding students, and report to the city before November 17, 2025.
In addition, units will conduct training on the process of organizing meals for boarding students at the training conference on cultural and social work for the People's Committees of wards and communes (scheduled to be held on November 22, 2025).
The city also assigned the authorities of the three communes above to specifically review the material conditions to ensure food safety for organizing meals at boarding schools, proactively deploy plans to renovate and repair items to ensure conditions and standards according to regulations, in accordance with the actual situation of the locality.
To effectively organize boarding meals for students throughout the city, the city requires the Department of Health, the Department of Agriculture and Environment, and the Department of Industry and Trade to coordinate with the People's Committees of wards and communes to publicly announce the list of safe food supply sources under their management; Strengthen connections between production areas, safe food supply sources with educational institutions and meal suppliers to ensure a safe, stable food supply chain with traceable origins.
Regarding enhancing the application of technology and digital transformation in food management, monitoring and traceability, the city assigned the Department of Health to preside over and coordinate with the Department of Science and Technology and relevant units to research and propose the implementation of a food safety management system and monitor and trace food origin to ensure consistency and uniformity.
Regarding the support mechanism and material conditions, the city assigned the Department of Finance to coordinate with relevant units to guide the People's Committees of wards and communes on the support mechanism for businesses and units providing meals when there are price fluctuations due to objective factors affecting the price of meals according to regulations; at the same time, guide wards and communes to review surplus real estate facilities to consider and arrange to serve the organization of boarding meals according to regulations.
Along with that, the Department of Construction is assigned to coordinate with the Department of Education and Training, the Department of Finance and relevant units to guide standards and conditions on technical design for projects on construction, renovation and repair of educational facilities to ensure that school facilities meet standards.
