Review and research to establish the 100-year vision master plan for the capital

Chairman of the Hanoi People's Committee Vu Dai Thang has just signed and issued Decision No. 01-QD/BCĐ dated December 5, 2025 on promulgating the Operating Regulations of the Steering Committee for reviewing and researching the development of the Capital's Master Plan with a 100-year vision.

This Regulation stipulates the tasks, powers, responsibilities, working regime and working relationship of the Steering Committee for reviewing, researching and developing the Master Plan of the Capital with a 100-year vision (Steering Committee).

Steering Committee members fully participate in Steering Committee activities, perform and are responsible for assigned tasks.

The Steering Committee operates under the principle of being under the direct and comprehensive leadership and direction of the Standing Committee of the Hanoi Party Committee; works according to the principles of democratic centralism, collective leadership, and individual responsibility; and promotes the responsibility of the head.

Members of the Steering Committee work part-time; comply with this Charter and the Party's regulations and the State's laws. The Steering Committee will dissolve itself after completing its tasks.

The duties and powers of the Steering Committee include:

1. Direct and organize research to develop the Master Plan for the Capital; propose to the Standing Committee of the City Party Committee, the Standing Committee of the City Party Committee, and the City Party Executive Committee to consider according to the authority prescribed in the Working Regulations of the Executive Committee, the Standing Committee, and the Standing Committee of the City Party Committee, and decide on policies, orientations, mechanisms, and policies as a basis for deployment and implementation.

2. Direct, inspect and urge the city's Departments, branches and sectors, People's Committees of communes and wards to review and research the preparation of the Capital Master Plan according to regulations; periodically organize Steering Committee meetings to grasp the situation and promptly handle difficulties and problems.

For issues with different opinions or major, important issues, the Steering Committee shall synthesize reports and make recommendations to the Central Government, or assign the City People's Committee to report to the Government and the Prime Minister for consideration and resolution according to its authority.

3. Direct the review and research to establish the Capital Master Plan to ensure consistency and consistency, along with the deployment and implementation of the Capital Master Plan and the adjustment of the Capital Master Plan approved by the Prime Minister.

Prioritize the implementation of major programs, projects and plans in line with the 2030 goal of creating a dynamic economic breakthrough, high competitiveness and a driving force for regional development.

In the immediate future, focus on implementing research and proposing amendments and replacements to Resolution No. 15-NQ/TW of the Politburo on the direction and tasks of developing Hanoi Capital to 2030, with a vision to 2045; amending and supplementing the Law on the Capital, in sync with research on developing the Capital Master Plan with a 100-year vision.

Direct the development of specific mechanisms and solutions in the process of implementing planning and managing construction investment according to the planning submitted to competent authorities for consideration and decision to suit the tasks of the Steering Committee as prescribed in Decision No. 295-QD/TU dated November 18, 2025 of the City Party Committee.

4. Directing coordination with Central Ministries and branches and cooperation with domestic and foreign organizations and experts in implementing, reviewing and formulating the Capital Master Plan according to regulations.

The Steering Committee operates through regular or extraordinary meetings as decided by the Head of the Steering Committee; the Head of the Steering Committee or Deputy Heads of the Steering Committee (when authorized by the Head of the Steering Committee) decide on issues through the forms of organizing Steering Committee meetings or collecting opinions and reporting in writing.

Members of the Steering Committee are responsible for studying documents, preparing discussion opinions, and arranging time to fully attend Steering Committee meetings when invited. In case of absence due to force majeure, they must report to the Head of the Steering Committee and appoint an authorized person to attend in their place.
