Highlanders have a chance to escape poverty
At the end of April, Giao thong Newspaper reporters from the center of Ha Long City ( Quang Ninh ), followed the newly opened road to the highlands where ethnic minorities live in Dong Lam, Dong Son and Ky Thuong communes.
From Binh Minh Bridge across Bang River to National Highway 279, turn onto Provincial Road 342 through Dong Lam Commune. This is a part of the Project to upgrade, renovate and expand the section from the Ha Long - Van Don Expressway overpass intersection in Trai Me Village, Son Duong Commune to Dong Tra Village, Dong Lam Commune, with a length of 4.6km, designed with 10 lanes.

The road from Son Duong to Dong Lam commune has opened up a way to enrich ethnic minorities in the highlands of Ha Long city.
On both sides of this newly opened road, many new houses have been built. According to a leader of Dong Lam commune, many households were able to build solid houses like today thanks to compensation and land clearance; the rest were due to the high price of forest products due to convenient transportation, along with money accumulated in the past.
In a newly built house by the roadside, Mr. Duong Kim Thuan, a Dao ethnic in Tan Oc 2 village, Dong Son commune, happily said that his family has lived in this area for many generations. Previously, due to the difficult traffic, people's lives mainly depended on self-sufficiency, so most of them only had enough to eat, and their houses were dilapidated and temporary.
The house worth nearly 600 million VND of Mr. Duong Kim Thuan's family was completed after the Son Duong - Dong Son route was put into use.
"With the new road, agricultural and forestry product prices are not depressed due to transportation difficulties; children can go to school conveniently, and sick people can be taken to the hospital easily. My family's income is increasingly stable, so we were able to build this house worth 600 million VND. For the past few months, since moving into the new house, sometimes I thought I was dreaming," Mr. Thuan shared.
Following the Son Duong - Dong Son route to the center of Dong Son commune, Giao thong Newspaper reporters recorded quite a lot of traffic. Stopping at the market, the atmosphere of selling and buying was very bustling. Ms. Trieu Thi Phong, a Dao ethnic person in Nhat Tien commune, Bac Son district, Lang Son province, is selling traditional Vietnamese medicine and said: Before, when the traffic was difficult, she never came to this market.
"But a few previous markets, when I heard that there were many customers coming here and the roads were convenient, I came here to sell goods," said Ms. Phong.
Dong Son commune central market is bustling with buyers and sellers.
Let the highlands "take off" with the city
Before 2019, although the mountainous and remote areas of Hoanh Bo district (Quang Ninh) had received attention, due to difficult traffic conditions, the lives of the people were still difficult.
Since 2019, Ha Long City and Hoanh Bo District merged, this area has received special investment attention from Quang Ninh province and local authorities, especially investment in traffic infrastructure.
Contractors are completing the final items of the Son Duong - Dong Son road project.
Typical examples include the project to upgrade and renovate the inter-commune road, the section from Mo Dong, Son Duong commune to the center of Dong Son commune, with a length of more than 19km, with a total investment of over 375 billion VND from the Ha Long City budget; the project to upgrade, renovate and expand the section from the Ha Long - Van Don expressway overpass intersection in Trai Me village, Son Duong commune to Dong Tra village, Dong Lam commune, with a length of over 10.11km, with a total investment of nearly 813 billion VND. Both projects were constructed from the beginning of 2022 and completed at the end of 2023.
Realizing that the above two projects are of special importance to local socio -economic development, since the project began, the Party Committee and the government have increased propaganda and dissemination of information about the project so that people whose land is in need of site clearance (GPMB) agree and quickly hand over the site to the contractor.
The newly opened routes will awaken the potential of land and resources in the mountainous areas of Ha Long City.
Mr. Nguyen Huy Hai, Chairman of Dong Son Commune People's Committee, Ha Long City said: The project occupied over 20 hectares of various types of land, affecting 112 households. However, in a short time, the site clearance work was completed, all issues related to the rights of the people were thoroughly resolved from the beginning, so there were no complaints or questions arising.
A typical example is Mr. Dang Tang Long's household in Tan Oc 1 village. Although the area to be handed over was up to 1.8 hectares, it had been the family's livelihood for generations. However, thanks to the government's specific analysis of the benefits for the people in the commune, Mr. Long's family quickly harvested acacia trees even though they were not yet ready for exploitation to hand over the land for the project.
"When the new road was opened along with programs and projects to support socio-economic development, ethnic minorities in the commune have made good use of their potential and advantages of land and resources to expand their model towards commodity production, so their lives have become increasingly better," Mr. Hai affirmed.
