The approval of the investment project for the construction and operation of aviation fuel supply services at Dien Bien Airport marks a significant step in the strategy to modernize aviation infrastructure in the Northwest region. Instead of focusing solely on expanding runways or terminals, the project aims to complete a chain of essential logistics services, ensuring stable and long-term operation for modern aircraft.

According to the latest decision from the Ministry of Construction , the project will invest in an aviation fuel depot along with a system of specialized vehicles and equipment to serve the aviation fuel business. This is considered a key factor in solving the problem of on-site refueling for airlines operating in the area.

Project scale and implementation schedule

The fuel storage project, with a minimum capacity of approximately 100m3, is planned to be located on plot 9E within the Dien Bien airport premises. This location ensures consistency with the overall site plan and complies with the regulations in Decree 05/2021/ND-CP on the management and operation of airports.

Regarding the timeline, the project is expected to be implemented within approximately 18 months from the effective date of the contract. The Civil Aviation Authority of Vietnam is assigned the role of the bidding party, responsible for completing the documentation and implementing the public bidding process on the National Bidding Network System.

Addressing operational bottlenecks in the Northwest region.

In fact, the lack of on-site refueling infrastructure used to be a barrier preventing local airports from attracting airlines to open new routes. With Dien Bien Airport, after completing an upgrade project with a 2,400m runway and 4 parking positions, the airport is now capable of receiving new generation narrow-body aircraft such as the A320 and A321.

Investing in an on-site fuel depot will help:

  • Reduce reliance on fuel sources transported over long distances.
  • Reduce aircraft turnaround time at the parking apron.
  • Optimizing operating costs for airlines.
  • Enhance operational readiness under the unique terrain and weather conditions of mountainous regions.

Vision for regional economic development

In the long term, improved fuel infrastructure will facilitate an increase in the frequency of existing flights and the opening of new routes connecting Dien Bien with major economic and tourism centers nationwide. This is expected to boost trade and attract investment to this northern border province.

Previously, at the end of 2025, the Vietnam Airports Corporation (ACV) officially inaugurated the Dien Bien Airport expansion project with a total investment of nearly 1,500 billion VND. This airport has a unique history, originally the Muong Thanh Airport built by the French in 1939 for military purposes before becoming an important civil aviation gateway.

Project information may change due to planning adjustments by relevant authorities. Investors and related parties should monitor official announcements from the Vietnam Civil Aviation Authority.
