On the morning of November 14, on behalf of the Prime Minister, Minister of Construction Tran Hong Minh presented to the National Assembly the investment policy for Gia Binh International Airport, located in Gia Binh, Luong Tai, Nhan Thang, and Lam Thao communes of Bac Ninh province.

The airport is built according to the 4F standards of the International Civil Aviation Organization (ICAO), meeting the needs of about 30 million passengers per year and 1.6 million tons of cargo by 2030; about 50 million passengers per year and 2.5 million tons of cargo by 2050.
The total investment capital of the airport is about 196,378 billion VND, including 141,236 billion VND in phase one and 55,142 billion VND in phase two, using the investor's capital, including equity and legally mobilized capital.
Minister Tran Hong Minh emphasized that this is a project of national symbolic significance and has been approved in principle by the Politburo . The project plays a role in promoting a new growth pole in the East of Hanoi, meeting the increasing transportation needs of the key economic region in the North.
He also said that Gia Binh airport is a strategic step to contribute to restructuring the capital region's aviation network according to the dual hub model, similar to some major cities such as London (UK) or Tokyo (Japan). The airport will support Noi Bai, which is overloaded but cannot be expanded, and is also one of the infrastructure projects serving the APEC Summit 2027.
The airport plays a strategic complementary role to Noi Bai, promoting advantages in space, connectivity and infrastructure; creating momentum for development of industry, logistics, e-commerce, tourism and services. The project is also important for national defense, security and foreign affairs events.
The Government directs Gia Binh to meet international standards, becoming a smart, green, sustainable airport; serving dual-use exploitation, achieving 5-star service standards and aiming for the group of 10 leading 5-star airports in the world according to Skytrax's assessment.
The airport strives to be among the top passenger experience providers according to the Airports Council International, is a gateway to the North and a transit hub for passengers and cargo, and is also an aircraft maintenance and repair facility in the Asia-Pacific region.
Gia Binh is planned with two pairs of parallel runways, 1,800 m apart to ensure independent take-off and landing capability. In the period up to 2030, the aircraft parking area will be built in front of the VIP terminal, the passenger terminal, the cargo terminal and the maintenance area to accommodate about 83 parking positions. In the period up to 2050, the parking areas of the passenger and cargo terminals will be expanded to accommodate about 123 positions.
The passenger terminal is designed to 5-star standards, optimizing exploitation functions and organizing space reasonably to serve large traffic. The airport will be synchronously connected to the national, regional and provincial transport systems; Hanoi is directly connected via highways, urban railways and national railways. The project requires nearly 1,900 hectares of land, expected to affect about 7,100 households.
The Economic and Financial Committee agreed on the need for the project but called for clarification on the feasibility of the "dual airport" model, particularly in terms of the allocation of passenger and cargo traffic and airspace management.
The inspection agency also agreed with the proposal for a special mechanism to relocate historical and cultural relics, and at the same time requested clarification on the re-recognition of relics after relocation, ensuring their original elements and historical and cultural values.
In addition, the Committee proposed that the Government clearly stipulate the responsibilities, deadlines, reporting and post-audit mechanisms for the People's Committee of Bac Ninh province in the process of implementing land procedures, compensation, support and resettlement to ensure transparency.
The National Assembly will discuss in the hall the investment policy for the Gia Binh International Airport construction project on December 5 and is expected to approve it on December 11.
