On July 6, 2024, Quang Tri Airport Company Limited and the People's Committee of Quang Tri province held a groundbreaking ceremony for the Quang Tri Airport project invested in the form of public-private partnership (PPP). Chairman of the Provincial People's Committee Vo Van Hung confidently affirmed: "This is the project with the earliest time to complete investment procedures, the fastest site clearance progress and the shortest expected construction time".

Lightning fast land clearance
The Quang Tri Airport Project was approved by the Prime Minister for investment and construction in Decision No. 2148/QD-TTg dated December 20, 2021 and the Quang Tri Provincial People's Committee approved the feasibility study report in August 2023.
After the project kick-off ceremony at the end of 2023, the joint venture of investors T&T Group - CIENCO4 and the People's Committee of Quang Tri province "sprinted" to complete investment procedures and site clearance compensation to organize the groundbreaking ceremony on July 6, 2024. That is, from the time of approval by the Prime Minister to the groundbreaking ceremony, it took only 30 months to complete the necessary legal procedures.
This is a level 4C standard airport and a level 2 military airport, meeting the needs of about 5 million passengers/year and 25,500 tons of cargo/year with a total investment of more than 5,821 billion VND. The project is divided into 2 investment phases, of which phase 1 will be completed before 2026, including an air traffic control tower, a runway measuring 2,400 x 65 m; aircraft parking lot; passenger terminal; and facilities to ensure flight operations.
The land area for the airport construction is more than 265 hectares. Chairman of Gio Linh District People's Committee Vo Dac Hoa, who is also Chairman of the Board of Land Acquisition and Clearance for the Quang Tri Airport Construction Investment Project, said: Recognizing the importance of the project, the district has made a strong determination in the land acquisition and clearance work.
During the implementation process, the district focused on organizing dialogues, listening to the people's thoughts and aspirations, ensuring that people whose land was recovered were not disadvantaged. The Standing Committee of Gio Linh District Party Committee has focused human resources to support people in relocation and land acquisition. Therefore, as of June 26, 2024, the Gio Linh District Land Acquisition Council has acquired more than 140 hectares out of 265 hectares to hand over to investors. From June to the end of 2024, the district strives to complete the land acquisition work and hand over the remaining area (125 hectares) of the project.
To speed up the land acquisition and clearance work, Gio Linh district quickly approved the compensation price for land and structures to apply the price, publicize and decide on compensation payment. Engineer Tran Khanh Quan, an officer of the Quang Tri Province Construction Investment Project Management Board, Head of the Provincial Land Acquisition and Clearance Team, contributed: “There is very little time left but the workload is overwhelming, the District Land Acquisition and Clearance Council has worked hard day and night, actively mobilizing and propagating to each household and individual.
Among the 131 households affected during the construction phase of the project, there were many problems and recommendations from the people, but due to overlapping state regulations, it was very difficult to apply. However, the "bottleneck" was finally resolved. Up to now, Quang Tri province has enough 140 hectares of "clean land" to hand over to investors as committed.
“In just nearly 6 months, the Gio Linh District Land Acquisition Council has completed a large amount of work. To complete the land acquisition work for the Quang Tri Airport project early, the entire political system in Gio Linh District has actively mobilized people to relocate their houses and tombs.
Officials stick to the area, persistently persuade and persuade, and the forces actively support people in their relocation. People in the affected area always support the policy of building an airport but hope that the district and province will create favorable conditions for early resettlement, stabilizing their lives and production," said Mr. Vo Dac Hoa.
Realizing the aspiration of "opening the sky"
Quang Tri Airport was built to meet the increasing demand for air transport, contributing to the promotion of local socio-economic development. At the same time, it ensures high mobility in defense, rescue, national defense and security of the Central region in general, of Quang Tri province in particular, and is consistent with the planning and orientation of transport development.
On the other hand, Quang Tri Airport is located at the connection point between North-South traffic and the East-West Economic Corridor via National Highway 9, an important gateway to attract passengers from countries in the Mekong Sub-region to Central Vietnam as well as domestic and foreign tourists to Quang Tri province, which is the most urgent requirement on the journey of economic integration and development.
Therefore, the investment in building Quang Tri Airport is the aspiration of the people, so it has received high support from the people in the province. Mr. Ly Quang Tri, in Ky Lam village, Gio Quang commune, excitedly said: "We are so happy because we never dared to think that this land of white sand would become a civil airport, opening up opportunities for trade and socio-economic development in the locality. The people always highly support the province's policy, mobilize and encourage each other to accept and respond to the compensation plans for site clearance so that the project can soon become a reality."
In fact, in recent years, Quang Tri province has been determined to promote socio-economic development, making efforts to attract businesses to invest in the fields of industry, agriculture, tourism and services, especially in fields with potential, strengths and competitiveness.
However, traffic connections between the province and other regions of the country are mainly by rail, road and sea, causing time-consuming for investment partners, reducing the attractiveness of specific strengths and competitiveness in investment attraction fields.
Therefore, Quang Tri province realized the need to build an airport to gradually complete the transport infrastructure, creating a driving force to promote all-round development of the province.
Chairman of the Quang Tri Provincial People's Committee Vo Van Hung requested the investor to commit to immediately start construction and ensure the completion of phase 1 of the project on schedule after the groundbreaking ceremony. The airport's groundbreaking ceremony is to realize the aspiration of "opening the sky"; it is the province's determination to modernize and synchronize the transport infrastructure, connecting localities, regions and internationally; ensure regional national defense and security, especially contributing to exploiting all economic and cultural potentials; the unique potentials and advantages to promote rapid and sustainable development of Quang Tri province.
