Ready to sell E10 gasoline nationwide.

According to a proposal from the Ministry of Industry and Trade, E10 bioethanol fuel (consisting of 10% ethanol and 90% mineral gasoline) will be sold nationwide starting April 30th, one month earlier than previously scheduled.

This is a strategic move by the government to proactively secure fuel supplies, promote the development of green fuels, and reduce carbon emissions by 2050.

Following preparations, businesses are finalizing infrastructure upgrades for blending, mixing, and marketing E10 gasoline. Bringing this product to market early will not only help reduce gasoline consumption by approximately 10% but also contribute to national energy security amidst a volatile market.

Gradually replace gasoline.

A representative from Petrolimex Da Nang One-Member Limited Liability Company stated that the company has recently launched the sale of E10 gasoline at four of its affiliated stores, aiming to expand distribution to all stores under its management by the end of May. The implementation plan is being rolled out gradually at each store, replacing conventional gasoline with E10 gasoline step by step, ensuring adherence to the regulations and meeting consumer demand. In addition, the company is also blending E10 gasoline to supply franchisees and downstream units operating in the Central Vietnam region.

Similarly, Petrolimex Saigon One-Member Limited Liability Company has implemented the sale of E10 gasoline at 63 out of 138 of its affiliated stores, with the remaining stores completing preparations for the conversion. The company also applies two blending technologies – in-pipe and in-tank – and expects to complete the upgrade at the Nha Be depot in May to meet the consumption needs of the southern region.

According to Nguyen Quang Dung, Deputy General Director of Vietnam National Petroleum Group (Petrolimex), in order to implement the E10 gasoline sales roadmap as regulated, the company has developed a nationwide E10 gasoline business plan in April and is ready to accelerate the complete replacement of conventional gasoline ahead of schedule if conditions permit. Not only focusing on the domestic market, the group is also proactively learning from international experience through exchange programs in Thailand, the Philippines, and the United States to improve the business, transportation, and quality control processes for E10 gasoline. Along with technical infrastructure, the company is paying special attention to ensuring the supply of raw materials.

"According to calculations, if we completely switch to E10 gasoline, the corporation could reduce its consumption of conventional gasoline by nearly 10%, equivalent to about 35,000-40,000 cubic meters per month, thereby contributing to reducing import pressure," Mr. Dung emphasized.

According to the roadmap, Vietnam will completely switch from conventional gasoline to E5 and E10 gasoline nationwide from June 1, 2026. However, in the context of market fluctuations, the Government and relevant ministries and agencies have strongly requested an acceleration of the transition process.

Specifically, on March 19, 2026, the Prime Minister issued Directive No. 09/CT-TTg, setting the goal of promoting the use of E10 gasoline and requiring a review of the conditions for immediate implementation in April, aiming to reduce the consumption of conventional gasoline by approximately 10%.

To implement the above policy, Vietnam Oil Corporation (PVOil) has continuously expanded its E10 gasoline distribution network. To date, the company is ready to operate more than 1,000 E10 gasoline retail outlets starting May 1st. This commitment to ensuring a stable and consistent supply of E10 gasoline not only significantly contributes to the green energy transition in Vietnam but also affirms PVOil's leading market position on the path to clean and sustainable energy development.

Regarding this issue, PVOil General Director Nguyen Dang Trinh affirmed: The company has completed the investment in infrastructure nationwide, with a total blending capacity of approximately 4 million cubic meters of bioethanol per year. While annual sales volume exceeds 2 million cubic meters, the company still has a surplus of over 1 million cubic meters. This figure was carefully calculated to meet the increasing demand within the entire company system, as well as to meet the needs of other distributors who do not yet have sufficient storage facilities and blending technology.

Implement mechanisms and policies in a coordinated manner.

In 2012, Vietnam developed a roadmap for the development of biofuels, including E5 and E10 gasoline. However, after the pilot implementation of E5 gasoline sales, production did not meet expectations, and many opinions expressed skepticism about the quality of this type of gasoline, which could affect engine durability and fuel consumption.

Therefore, to effectively implement the biofuel development roadmap, the State and relevant ministries and agencies need to simultaneously implement solutions to attract consumption.

According to Dao Duy Anh, Deputy Director of the Department of Innovation, Green Transformation and Industrial Promotion (Ministry of Industry and Trade), gasoline engine technology is constantly improving, leading to changes in fuel technical standards over time. Therefore, fuel requirements must be regularly updated to match the development of engines. For example, from January 1, 2025, new vehicles manufactured and assembled in Vietnam must meet Euro 5 emission standards, so the fuel used must also be compatible. Choosing and using the appropriate base gasoline is a key factor in ensuring operational efficiency and compliance with regulations. Furthermore, it is necessary to strengthen coordinated efforts among ministries, sectors, localities, and relevant parties to promptly resolve obstacles for businesses throughout the entire value chain, from production, blending, circulation to distribution.

Only through the synchronized implementation of appropriate mechanisms, policies, and management tools can we achieve the goal of bringing biofuel products to consumers at the most reasonable cost.

“One of the major obstacles to biofuels is consumer apprehension due to incomplete and inaccurate information, such as concerns about engine performance or fuel consumption. Therefore, it is necessary to intensify public awareness campaigns to ensure people understand correctly, thereby creating social consensus. The Ministry of Industry and Trade has been, is, and will continue to coordinate with agencies, localities, and media outlets to implement comprehensive solutions, thereby creating a solid foundation for the successful implementation of the E10 gasoline roadmap,” Mr. Dao Duy Anh affirmed.

In the context of a volatile global energy market, proactively diversifying supply sources, reducing dependence on fossil fuels, and gradually shifting to cleaner energy sources are essential requirements.

Therefore, for E10 gasoline to truly become a part of everyday life, a synchronized coordination between the State and businesses is needed. Specifically, the State needs to implement a comprehensive set of mechanisms and policies to support businesses in the transition, while businesses play a leading role from the pilot phase and infrastructure preparation to building a comprehensive implementation roadmap.

Successfully implementing this roadmap will help enhance energy self-reliance, ensure national energy security, contribute to emission reduction, promote sustainable development, and realize Vietnam's energy transition commitments in the coming period.
