Site ready for groundbreaking of Lao Cai - Hanoi

This is one of the projects that Hai Phong city registered to start construction to welcome the 14th National Congress of the Party.

The investment project to build the Lao Cai - Hanoi - Hai Phong railway line was approved by the National Assembly in Resolution No. 187/2025/QH15 dated February 19, 2025. The starting point of the project is at the cross-border rail connection point (Lao Cai province), the end point is at Lach Huyen station (Hai Phong city).

This is a key national project, which plays a role in connecting industrial centers, seaports and logistics systems in the Northern Delta. The project also connects Dinh Vu and Nam Do Son deep-water ports with provinces and cities in the southwest of China. The railway line passing through Hai Phong city, including the main line and branch lines, is more than 110 km long, including 6 stations and 3 operating stations. To implement the project, it is necessary to reclaim and clear more than 624 hectares of land, with more than 6,000 households whose land needs to be reclaimed, in the area of 23 communes, wards and special zones.

The project's groundbreaking site is located at the entrance to Nam Hai Duong station, in Gia Loc and Yet Kieu communes. The Railway Project Management Board (Ministry of Construction) is leveling and preparing the conditions for the groundbreaking ceremony on December 19. Hai Phong has completed site clearance and handed over since November 4.

Identifying site clearance as a key step, directly affecting the progress of project implementation, Hai Phong city focuses on leadership and direction. The Standing Committee of the City Party Committee has decided to establish a Steering Committee for site clearance for the Lao Cai - Hanoi - Hai Phong railway construction investment project, the section passing through Hai Phong city, headed by the Secretary of the City Party Committee. The Department of Agriculture and Environment is assigned as the Standing Committee of the Steering Committee. City leaders have organized many field inspections of the project implementation area. Localities have stepped up propaganda and mobilized people to agree to hand over the site for project implementation. By December 6, 9/23 communes, wards and special zones had completed the inventory of assets attached to land; 14/23 communes and wards had basically carried out the inventory of assets attached to land.

In particular, the consistent viewpoint in the work of site clearance for the implementation of the city's projects is to put the legitimate rights and interests of the people first; taking care of the stable life of the people in the resettlement area must be better than the old place of residence, resettlement must be one step ahead. The city directs localities to urgently review the suitability between resettlement areas for the project. To date, Hai Phong has been assigned 14 projects with 22 resettlement areas.

The City People's Committee approved all 14 resettlement projects. Site clearance for resettlement areas was basically completed and handed over. Determining this as a national key project, of great significance to the city's development, the majority of related households closely coordinated with the authorities to hand over the site.

In the coming time, the city requires all levels, sectors and localities to enhance their sense of responsibility, focus on the implementation of land acquisition, and strive to hand over the site early so that the investor can implement the project according to the approved schedule. As soon as the Railway Project Management Board (Ministry of Construction) hands over the official boundary markers, the localities will approve the compensation plan and organize the payment to the people whose land is acquired according to regulations.

In addition, during the process of land acquisition and inventory to implement the project, residential areas were interspersed between the railway project and other projects. For example, in Cat Hai special economic zone, interspersed with Tan Vu - Lach Huyen road project; in some communes: An Khanh, An Hung, Kien Thuy... interspersed with Hanoi - Hai Phong expressway project. Households requested the authorities to reclaim all interspersed land areas.

Regarding this issue, the City Steering Committee requested relevant departments, branches and localities to review and clearly identify the number of affected households. On that basis, the city coordinated with the Railway Project Management Board (Ministry of Construction) to develop a plan to recover the interspersed area of households, ensuring compliance with legal regulations.

With the highest political determination and synchronous and drastic organizational solutions, Hai Phong city is always proactive and actively coordinates with the Railway Project Management Board to ensure the project starts and is completed on schedule.
