Ready to respond to tropical depression near the East Sea and storm No. 15

On November 28, the National Civil Defense Steering Committee sent a telegram to the People's Committees of coastal provinces and cities from Da Nang to An Giang and relevant ministries and branches on responding to the tropical depression near the East Sea.

According to the National Center for Hydro-Meteorological Forecasting, a tropical depression is currently active in the coastal area of ​​eastern Malaysia.

At 7:00 p.m. on November 28, the center of the tropical depression was at about 4.6 degrees North latitude; 104.8 degrees East longitude. The strongest wind near the center of the tropical depression was level 6-7, gusting to level 9, moving northeast at a speed of about 15 km/hour.

It is forecasted that in the next 24 hours, the tropical depression will enter the southwestern sea area of ​​the South East Sea, causing strong winds of level 6-7, gusts of level 9, and waves of 2.5-4 m high.

According to the National Center for Hydro-Meteorological Forecasting, this tropical depression was formed from the remnants of the unique storm Senyar, never recorded in meteorological history, when it moved from the Indian Ocean to the Pacific Ocean . Before entering the Pacific Ocean, storm Senyar caused extremely heavy rain, leading to serious floods and landslides in Thailand, Malaysia and Indonesia, killing more than 300 people.

To proactively respond to tropical depressions, the National Civil Defense Steering Committee requests People's Committees of provinces, cities and ministries and branches to:

Closely monitor the development of tropical depressions; strictly manage vessels at sea; organize counting and notify owners of vessels and captains of ships and boats operating at sea of ​​the location, direction of movement and developments of natural disasters so that they can proactively avoid, escape or not move into dangerous areas. Prepare forces and means to deploy rescue work when situations arise.

Ministries and branches, according to their state management functions and tasks, proactively direct and coordinate with localities to respond to tropical depressions.

Meanwhile, storm No. 15 (Koto) is still in the central East Sea, now with a newly formed tropical depression, the storm's developments become even more complicated.

According to the National Center for Hydro-Meteorological Forecasting, at 7:00 p.m. on November 28, 2025, the center of storm No. 15 was about 200 km northwest of Song Tu Tay Island. The strongest wind near the center of the storm was level 10 (89 - 102 km/h), gusting to level 13.

Forecast in the next 72 hours (until 7pm on December 1), the storm will move in the West-Southwest direction, speed of about 3-5 km/hour. Notably, the area affected by level 3 natural disaster risk includes the sea off the coast of provinces from Quang Ngai to Dak Lak . Ships operating in the above-mentioned dangerous areas are likely to be affected by storms, whirlwinds, strong winds, and large waves.
