In the vibrant atmosphere of emulation to welcome the 14th National Congress of the Party, Dung Quat Refinery is operating with the highest sense of responsibility, focusing all resources on the task of safe, stable, and efficient production and business. Not stopping at slogans or formal movements, the collective of cadres, Party members, and workers of BSR clearly understand that every day of safe production, every ton of high-quality product is the most practical action to celebrate the Congress. This is also how BSR workers silently, persistently, and responsibly serve the country and the people.
For BSR, keeping the "Dung Quat energy heart" running smoothly is not only a business task but also a political responsibility and a concrete commitment to the Party, the State, and the people. During the upcoming 14th National Congress of the Party and the Lunar New Year (Year of the Horse), the Dung Quat Refinery is operating safely and stably at 125% - 127% of its equivalent capacity – a figure that reflects not only the technical and operational management capabilities but also the discipline, dedication, and commitment of thousands of BSR's officers, engineers, and workers.
From the end of 2025, BSR proactively developed flexible operating plans, comprehensively reviewed its equipment systems, and strengthened security, safety, health, and environmental protection measures. Shifts were fully and tightly organized; each operating shift and maintenance item was strictly controlled according to international procedures and standards. Amidst the nationwide celebrations of the Lunar New Year, at the Dung Quat Refinery, the flame of technology and labor continued to burn brightly day and night, quietly but persistently, ensuring a constant flow of petroleum products to serve socio- economic development and national energy security.
Mr. Nguyen Quang Hung, Head of the Safety and Environment Department of BSR, stated that during these particularly important days, security and safety measures have been elevated to the highest level. The company has proactively implemented comprehensive solutions and plans to protect key targets, control access, prevent fires and explosions, and respond to incidents. Coordination between the police, border guards, security forces, safety and environment departments, and operating crews has been strengthened to ensure tight control over all risks and maintain safe, stable, and continuous plant operation. This contributes to ensuring production and business operations, and guaranteeing energy security to celebrate the successful conclusion of the 14th National Congress of the Communist Party of Vietnam.
BSR's growth momentum entering early 2026 is not a random result, but is built upon the solid foundation of its production and business operations in 2025. Amidst the complex and volatile global energy market, influenced by geopolitical shifts, inflation, and energy transition trends, BSR has persevered, overcoming difficulties and maintaining a safe, stable, and efficient production pace. By the end of 2025, the company had produced over 7.9 million tons of various products; achieved total revenue of approximately VND 142,298 billion; pre-tax profit of VND 4,541 billion; and contributed VND 14,250 billion to the state budget.
Not only did BSR excel in its production and business tasks, but 2025 also marked a special milestone when BSR was honored by Petrovietnam as an outstanding collective, achieving the titles "Creating the Future" and "Pioneering Green Flame" - the most prestigious and valuable titles, reflecting recognition of the company's spirit of innovation, creativity, and social responsibility.
The guiding flames
The 14th National Congress of the Party is expected to continue establishing important strategic directions for the country's new development phase, emphasizing the key role of science and technology, innovation, digital transformation, green transformation, and elevating the national energy security strategy. Prior to this, Resolution No. 57-NQ/TW on breakthroughs in the development of science and technology, innovation, and national digital transformation; along with Resolution No. 70-NQ/TW on ensuring national energy security until 2030, with a vision to 2045, were issued by the Politburo to guide these important strategies.
For BSR, these Resolutions serve as guiding lights, directing the company's development and enabling it to continue contributing to national energy security. Inspired by these "guiding lights," BSR has been concretizing clear action programs and plans, closely linked to reality, to outline a long-term development strategy and ensure the safe and stable operation of the Dung Quat Refinery. BSR has implemented the spirit of Resolution 57 by promoting the application of science and technology, digital transformation, and the adoption of AI in its production and business activities. In addition to long-term orientations, BSR's scientific and technological solutions are being implemented in close alignment with practical requirements: improving efficiency, reducing costs, and increasing the plant's stability.
The system for monitoring, collecting, and analyzing operational data has also been further developed, supporting shift teams in monitoring equipment status in real time and promptly adjusting technological parameters. The application of data analysis tools helps shift from reactive maintenance to predictive maintenance, reducing the risk of failures and improving the reliability of the entire production line. This is how BSR implements the application of science and technology into production practices in accordance with Resolution 57-NQ/TW.
Meanwhile, Resolution 70-NQ/TW sets forth a consistent requirement for ensuring national energy security, and Dung Quat Refinery is directly realizing this requirement through its production results. Maintaining high operating capacity and flexibility in processing different types of crude oil helps the refinery be more proactive in the face of fluctuations in the world market, while ensuring a stable supply of petroleum products for the economy. More notably, Dung Quat Refinery is actively preparing the conditions for the production and commercialization of new, environmentally friendly fuel products such as E10 bioethanol, SAF, SMFO, B5, etc. This not only meets market demands but also demonstrates the company's proactive approach in simultaneously achieving the Party's two major goals: ensuring energy security and promoting sustainable development and reducing emissions.
In 2026, BSR aims to continue focusing on operating the Dung Quat Refinery safely, stably, and continuously at optimal capacity, with a flexible product mix according to market demand, and maximizing efficiency. BSR sets a target for 2026 of achieving a total production output of nearly 7.7 million tons, consolidated revenue of approximately VND 154,140 billion, and contributions to the state budget of approximately VND 12,595 billion.
In this development landscape, science and technology, digital transformation, and green transformation are not just slogans, but are identified as core driving forces. Comrade Nguyen Viet Thang, Deputy Secretary of the Party Committee and General Director of BSR, stated that to achieve and surpass the set targets, BSR will focus on implementing two groups of solutions simultaneously. In the traditional solutions group, the company will prioritize effective management of market fluctuations; ensuring the Dung Quat Refinery operates safely, stably, and continuously at high capacity; optimizing costs, product structure, and cash flow; restoring the operation of the Dung Quat Biofuel Plant to increase the supply of E100 for blending into E5 and E10 biofuels; expanding the provision of technical and operational services to external parties; and developing business activities from subsidiaries. The breakthrough solutions group is expected to create a strong shift in the coming period. BSR aims to increase its average converted capacity to 123-125% of its designed capacity, thereby enhancing financial efficiency. This will be coupled with a focus on innovation, research and development of new products; expanding international sales and trade activities; researching ways to increase production outside the plant; and developing external services.
Dung Quat Refinery, the country's first oil refinery managed and operated by Vietnamese people, has long been a symbol of self-reliance and self-strength in the energy industry. Maintaining high and stable production capacity during this special time also carries the significance of a gift offered to the 14th National Congress of the Party. This is vivid evidence of the correct and effective leadership and guidance from the Central Government, Petrovietnam, and BSR. Based on these directives, coupled with the unity of its employees, BSR confidently continues to move forward on the path of modern, green, and sustainable development, worthy of being the "pioneering green flame" of Vietnam's energy industry in the new era.
