When assigned by the Party and leader Nguyen Ai Quoc to establish a communication system, spread Marxism-Leninism in the country and expand the revolutionary movement (1926); build a base among overseas Vietnamese and Vietnamese soldiers in the French concession (1929); he demonstrated his role as one of the pioneers in successfully organizing the dissemination of Marxism-Leninism and Nguyen Ai Quoc's revolutionary ideology in Vietnam. He made an important contribution to the successful construction of revolutionary bases of the Vietnam Revolutionary Youth Association as well as the successful establishment of a domestic and foreign communication system in extremely difficult circumstances, in the face of enemy pursuit. When he was arrested by the French colonialists (the first time in 1931, the second time in 1933) and imprisoned, he always upheld the spirit of a communist, the spirit of steadfast and intelligent revolutionary struggle. He was one of the pioneers in the struggle against harsh prison regimes, upholding an indomitable spirit against the enemy.
In August 1943, together with a number of Party cadres, he successfully escaped from prison and returned to continue revolutionary activities. The Central Party Standing Committee assigned him to be in charge of financial and military work. In August 1945, at the Party's National Conference held in Tan Trao, Tuyen Quang, he was elected as an official member of the Party Central Committee. At the National Congress held in Tan Trao, he was elected to the Standing Committee of the Vietnam National Liberation Committee. After the success of the August Revolution, he was continuously a member of the Party Central Committee, holding the following positions: Head of the Central Economic-Finance Committee, later changed to the Central Finance Committee (1947-1951); General Director of the State Bank of Vietnam (1951-1952); Vietnamese Ambassador to the Soviet Union (1952-1956); Inspector General of the Government's Central Inspectorate (1956-1960); Head of the Party Central Inspection Commission (1960-1969); Vice President (1969-1979).
Rich revolutionary practice has formed in comrade Nguyen Luong Bang a scientific working method, associated with the steadfast revolutionary ethics of a communist soldier, a leader who always puts the interests of the nation and the Party first and foremost, as well as his simple and humane lifestyle. One of the noble revolutionary qualities of comrade Nguyen Luong Bang that generations of cadres, party members and our people highly appreciate is that he speaks frankly and truthfully, upholds principles but is imbued with a humane spirit in practical activities; resolutely fights against negative and degraded manifestations in the Party; resolutely fights against all manifestations and temptations of individualism; focuses on preserving, building and protecting a clean and strong Party.
With his strong will and determination for national independence, freedom and happiness of the people, comrade Nguyen Luong Bang's activities and dedication to the revolution have made important contributions to the great victories of the Vietnamese revolution in the 20th century: the victory of the August Revolution in 1945, of the two resistance wars against the French colonialists and the American imperialists; the victory of the cause of building socialism and defending the socialist Vietnamese Fatherland; contributing to improving the leadership capacity and fighting strength of the Party, building our State to be clean and strong, truly a State of the people, by the people, for the people.
As an ardent patriot and staunch communist soldier, after more than half a century of revolutionary activities, comrade Nguyen Luong Bang was a shining example of communist spirit and revolutionary ethics. He was posthumously awarded the Gold Star Order by the Party and State for his great contributions to the revolutionary cause of the Party and the nation.
