The People's Committee of Ho Chi Minh City has just issued a document urging the construction of the first land price list in Ho Chi Minh City, applicable from January 1, 2026, according to the provisions of the Land Law.
Accordingly, the City People's Committee sent to the heads of the city's departments and branches; Director of the Department of Agriculture and Environment, Head of Ho Chi Minh City Tax; Director of the City Land Registration Office, Chairmen of the People's Committees of 168 wards, communes, and special zones to ensure implementation and timely submission to the City People's Committee of the first land price list for announcement and application from January 1, 2026.
Accordingly, the heads of the city's departments and branches, the Head of Ho Chi Minh City Tax Department, the Chairmen of the People's Committees of 168 wards, communes, special zones and relevant agencies and units are assigned to seriously implement the direction of the Chairman of the City People's Committee (from August 2025) on providing data and data for the Department of Agriculture and Environment to implement and advise on land price tables.
Assign the Department of Agriculture and Environment to urgently synthesize and complete the draft land price list to ensure progress and time set out in order to apply it on January 1, 2026.
The Director of the Department of Agriculture and Environment, Heads of Departments, branches of the City, Head of Taxation of Ho Chi Minh City, Chairmen of People's Committees of 169 wards, communes and special zones are responsible to the Chairman of the City People's Committee in case of delay in implementing the first land price list.
Previously, in August 2025, the City People's Committee issued a document assigning departments and branches to carry out related tasks to select a unit to determine land prices according to the shortened bidding method.
At the same time, the Chairmen of the People's Committees of 168 wards, communes and special zones in the area were assigned to prepare a database on land prices and successful transactions of all routes, road sections by location, area and border points to coordinate with the Department of Agriculture and Environment and the Organization implementing land price determination to review and balance the land price database and send it to the Department of Agriculture and Environment to implement the work of building the first land price list.
Build land price list for each plot of land
The task of the People's Committees of communes, wards and special zones will be to investigate 7,505 routes and road sections in wards and communes.
The land price list construction project will investigate, survey, and collect information to serve the construction of land price lists by area and location; the construction of land price lists for each plot of land is based on the value area and standard plot of land.
Determine land type, area, and location of land in each commune, ward, and town for the area to build land price list by area and location; determine land type, total number of land plots, number of land plots of each land type for the area to build land price list for each land plot based on value area and standard land plot.
