The national scientific conference with the theme "Dien Bien promotes potential and advantages for sustainable tourism development" is a meaningful scientific activity to effectively implement Resolution No. 08-NQ/TW dated January 16, 2017 of the 12th Politburo on developing tourism into a spearhead economic sector; Resolution No. 03-NQ/TW dated May 7, 2021 of the Dien Bien Provincial Party Committee on developing tourism in Dien Bien province to 2025, with a vision to 2030; Decision No. 345/QD-UBND dated March 3, 2023 of the Dien Bien Provincial People's Committee approving the Project on tourism development in Dien Bien province to 2025, with a vision to 2030; Practically celebrate the 70th anniversary of Dien Bien Phu Victory (May 7, 1954 - May 7, 2024), the 115th anniversary of the establishment of Dien Bien province (October 10, 1949 - October 10, 2024), and National Tourism Year - Dien Bien 2024.

Not only playing an important role in communication and cultural exchange, tourism has become a key economic sector of the country, creating a strong driving force for the development of other sectors and fields, contributing significantly to the formation of a modern economic structure. According to economic experts, tourism is the key to promoting the development of a diversified and multilateral national economy, strongly affecting GDP, state budget, investment capital, modern technology, export turnover and national culture.
In recent years, our Party and State have issued many policies to promote the development of the tourism industry, such as Resolution No. 08-NQ/TW dated January 16, 2017 of the 12th Politburo on developing tourism into a spearhead economic sector with 5 viewpoints, 3 basic goals and 8 tasks.
The Party's consistent viewpoint is that "Developing tourism into a spearhead economic sector" is an important strategic orientation for national development, creating a driving force for the development of other sectors and fields. The Government has concretized that policy by issuing the Vietnam Tourism Development Strategy to 2030 with the goal of striving for tourism to truly be a spearhead economic sector and develop sustainably by 2030. Vietnam has become a particularly attractive destination, belonging to the group of 30 countries with the world's leading tourism competitiveness; directly contributing to GDP from 15-17%.
As the northernmost locality of the country, Dien Bien has a particularly important position for the Northern Midlands and Mountains region and the whole country in many fields such as: economy, culture, politics, national defense and security.
Dien Bien has majestic and poetic nature; heroic history, unique culture, fresh climate, and is the place where the quintessence of the Northwest region converges. This is an important potential and strength that helps Dien Bien rise strongly and make a breakthrough in tourism development with many unique tourism products, especially in areas such as historical - spiritual tourism; cultural tourism; resort tourism, entertainment, health care, etc.
Regarding historical and spiritual tourism, the heroic Dien Bien Phu Victory left Dien Bien a complex of Dien Bien Phu Battlefield relics with 45 component relics, with prominent relics such as Hill A1, Muong Thanh Bridge, Dien Bien Phu Campaign Command Headquarters, De Castries Bunker, Dien Bien Phu Victory Monument... These historical relics annually attract a large number of tourists to visit.
This is the core point for Dien Bien to pay attention to preserving, protecting, promoting historical values and attracting tourists. Along with that are the works: Martyrs' Temple at Dien Bien Phu Battlefield, General Vo Nguyen Giap Memorial Area at Muong Phang Campaign Command, Dien Bien Phu Historical Victory Museum, Hoang Cong Chat Temple, National Martyrs' Cemeteries A1, Him Lam, Doc Lap, Tong Khao... are extremely favorable factors for Dien Bien to exploit well the historical - spiritual tourism sector.
Regarding cultural tourism, by the end of 2023, Dien Bien has 33 ranked tangible cultural relics (including 01 special national relic, 14 national relics, 18 provincial relics). In addition, Dien Bien also has 18 cultural heritages included in the List of National Intangible Cultural Heritage by the Ministry of Culture, Sports and Tourism, of which 2 heritages were recognized by UNESCO in the List of Representative Intangible Cultural Heritage of Humanity (Thai Xoe Art Heritage and Then Practice Heritage of the Tay, Nung, Thai people in Vietnam). This is the potential and advantage for tourism to "take off" and become a key economic sector.
In addition to the advantages of historical and spiritual tourism, Dien Bien also has the strength to develop community tourism, eco-tourism, cultural tourism, culinary tourism, discovery tourism... Dien Bien has 19 ethnic groups, carrying many unique and attractive traditional cultural values in terms of customs, practices, production, activities, beliefs, traditional festivals are being preserved, honored, developed, becoming typical cultural features such as Hoa Ban Festival, Thanh Ban Phu Festival...
Dien Bien is also famous for its beautiful landscapes and caves, such as: Pa Khoang Lake, Huoi Pha Lake, Pa Thom Cave, Kho Chua La Cave, Pe Rang Ky Cave, Muong Nhe Nature Reserve, hot mineral water spots: U Va and Hua Pe, the landscape of Son La Hydroelectric Reservoir, Pha Din Pass - one of the four famous and attractive mountain passes of the Northwest region; Tua Chua Stone Plateau, A Pa Chai - the border junction, the westernmost point of the country...
With great potential and advantages, Dien Bien tourism industry has many opportunities to grow, becoming a key economic sector. Dien Bien has become an attractive tourist destination in the Northwest region and the whole country; a place to educate revolutionary traditions for the young generation. However, recent reality shows that Dien Bien is still facing major "bottlenecks" that make the tourism potential of Dien Bien not fully exploited in terms of value and advantages. Therefore, there needs to be solutions to overcome difficulties and further promote the potential of Dien Bien tourism in the coming time.
The national scientific conference "Dien Bien promotes the potential and advantages for sustainable tourism development" is held as a forum for managers, policy makers, and experts in the tourism industry to analyze and evaluate tourism potential and the effectiveness of tourism development resources in the overall socio-economic picture of Dien Bien province; evaluate the achieved results, clarify the "bottlenecks" and "knots" in Dien Bien tourism development; forecast the influencing factors, on that basis find solutions to promote and effectively exploit the core values of Dien Bien to develop tourism, attract and satisfy tourists, and orient the comprehensive, fast and sustainable development of Dien Bien tourism.
The national scientific conference "Dien Bien promotes potential and advantages for sustainable tourism development" plays an important role in the series of events of the National Tourism Year 2024. It is a highly specialized conference and provides orientation for tourism development for Dien Bien province in the coming period. The results of the conference will contribute to continuing to effectively implement the Party's guidelines and policies, the State's policies and laws on tourism development in general as well as exploiting the potential and developing sustainable tourism advantages in Dien Bien province in particular.
