Merging Can Tho, Soc Trang, Hau Giang Lotteries

Can Tho City will merge 3 lottery companies Can Tho, Hau Giang and Soc Trang, but keep the number of ticket issuance days at 3 days as before. It is expected that in 2026, the lottery will contribute 25% of the city's total budget revenue.

On November 14, a source from Tuoi Tre Online said that the People's Committee of Can Tho City has just issued a plan to arrange and restructure the internal organization of administrative agencies, public service units and state-owned enterprises in the city.

Notably, among the state-owned enterprises subject to restructuring, Can Tho City People's Committee also proposed a merger plan for 3 lottery companies.

Specifically, the People's Committee of Can Tho City believes that the three Lottery Companies of Can Tho, Hau Giang and Soc Trang are all state-owned enterprises with 100% state capital, with similar operating models and business lines, so merging into one company will improve operational efficiency, streamline the apparatus and focal points in the management organization.

However, lottery companies are making a huge contribution to the city's budget revenue each year (expected to contribute about 25% of the city's total budget revenue in 2026), creating jobs for many workers, and implementing many social security activities.

Therefore, after the merger, it is proposed to keep the number of ticket issuance days as 3 days as before (Wednesday for Can Tho and Soc Trang lottery, Saturday for Hau Giang lottery, because Wednesday is the same, it is recommended that the Ministry of Finance arrange to another suitable day) and keep the names Can Tho Lottery, Soc Trang Lottery and Hau Giang Lottery for each issuance day.

This is to ensure inheritance, maintain and develop revenue sources for the city budget, create stable jobs for workers and promote the development of trade and services because after the merger, the trade and service sectors in Soc Trang and Hau Giang were greatly affected.

After the merger, the total charter capital is 1,604.88 billion VND, the enterprise scale has increased, so it is proposed to have a management model according to the model of the board of directors, the headquarters of the merged company is located in Can Tho, with two branches in Soc Trang and Hau Giang.

Can Tho City People's Committee also said that it is directing the Can Tho Lottery State-owned One Member Co., Ltd. to actively implement the restructuring project and divest capital from non-core investments.

According to the People's Committee of Can Tho City, the city currently has 1,440 public service units, including 18 units under the City People's Committee, 284 units under departments, branches and equivalents, 1,086 units under the Commune People's Committee, 28 units under branches, and 24 public service units directly under public service units.

The result after rearranging according to the above-mentioned plan will be a reduction of 5 public service units under the City People's Committee, a reduction of 77 public service units under departments and branches, a reduction of 5 state-owned enterprises, and an increase of 73 service units under the Commune-level People's Committees.
