On the morning of November 14, the National Assembly Standing Committee considered and decided on the arrangement of administrative units (AUD) at district and commune levels for the 2023-2025 period of 12 provinces and cities: An Giang, Dong Thap, Ha Nam, Hanoi, Ha Tinh, Ho Chi Minh City, Phu Tho, Son La, Quang Ngai, Quang Tri, Tra Vinh , Vinh Phuc.

Presenting the Government 's Proposal, Minister of Home Affairs Pham Thi Thanh Tra said that the plan to arrange and establish administrative units at district and commune levels in 12 provinces and cities is as follows:
An Giang Province: Arrange 02 commune-level administrative units to form 01 new ward. After arrangement, reduce 01 commune-level administrative unit.
Dong Thap Province: Arrange 04 commune-level administrative units to form 02 new commune-level administrative units. After arrangement, reduce 02 commune-level administrative units.
Ha Nam Province: Establish 01 town on the basis of the status quo of 01 district (Kim Bang town) and rearrange 29 commune-level administrative units to form 18 new commune-level administrative units. After rearrangement, keep the number of district-level administrative units the same, reduce 11 commune-level administrative units.
Hanoi City: Rearrange 109 commune-level administrative units to form 56 new commune-level administrative units. After rearrangement, reduce 53 commune-level administrative units.
Ha Tinh Province: Rearrange 04 district-level administrative units and 23 commune-level administrative units to form 03 new district-level administrative units and 16 new commune-level administrative units. After rearrangement, reduce 01 district-level administrative unit and 07 commune-level administrative units.
Ho Chi Minh City: Arrange 80 wards to form 41 new wards. After arrangement, 39 wards will be reduced.
Phu Tho Province: Rearrange 31 commune-level administrative units to form 13 new commune-level administrative units. After rearrangement, reduce 18 commune-level administrative units.
Quang Ngai Province: Rearrange 09 commune-level administrative units to form 06 new commune-level administrative units. After rearrangement, reduce 03 commune-level administrative units.
Quang Tri Province: Rearrange 13 commune-level administrative units to form 07 new commune-level administrative units. After rearrangement, reduce 06 commune-level administrative units.
Son La Province: Establish 01 town on the basis of the existing district (Moc Chau town) and rearrange 30 commune-level administrative units to form 26 new commune-level administrative units. After rearrangement, keep the number of district-level administrative units the same and reduce 04 commune-level administrative units.
Tra Vinh Province: Arrange 03 wards to form 01 new ward. After arrangement, reduce 02 wards.
Vinh Phuc Province: Rearrange 28 commune-level administrative units to form 13 new commune-level administrative units. After rearrangement, reduce 15 commune-level administrative units.
“Thus, the Government proposes to reorganize and establish 06 district-level administrative units and 361 commune-level administrative units to form 05 new district-level administrative units and 200 commune-level administrative units in 12 provinces and cities. After the reorganization, 01 district-level administrative unit and 161 commune-level administrative units will be reduced,” said Minister Pham Thi Thanh Tra.
According to Minister Pham Thi Thanh Tra, there are 05 provinces and cities (Hanoi, Ha Tinh, Phu Tho, Quang Ngai, Quang Tri) that proposed not to arrange 08 district-level administrative units; there are 10 Provinces and cities (Dong Thap, Ha Nam, Hanoi, Ha Tinh, Ho Chi Minh City, Phu Tho, Quang Ngai, Quang Tri, Tra Vinh, Vinh Phuc) request not to implement the arrangement of 258 Commune level administrative unit.

Discussing at the meeting, members of the National Assembly Standing Committee expressed their agreement on the plan to arrange and establish administrative units at district and commune levels in 12 provinces and cities.
Speaking, National Assembly Chairman Tran Thanh Man highly appreciated the Ministry of Home Affairs and the provinces and cities for their quality, meticulous and thorough preparation of the Project on rearranging district and commune-level administrative units for the 2023-2025 period of 12 provinces and cities. The National Assembly Chairman also requested the provinces and cities to seriously learn from the experience of the delay in submitting the project for the National Assembly Standing Committee to consider and decide; at the same time, they need to immediately start implementing the rearrangement plans after the National Assembly Standing Committee decides.
The National Assembly Chairman emphasized that the basic arrangement must be consistent with the relevant planning, ensuring the conditions and standards of the corresponding administrative types. He requested the Government to direct ministries, branches, and provincial and municipal authorities to urgently review the plans for arranging commune-level administrative units again.
Comrade Tran Thanh Man also requested that the work of arranging administrative units needs to unify awareness and ideology in local Party committees and authorities; strongly propagate among all classes of people; stabilize the activities of the political system in the area, not to cause major disruptions to redundant cadres; not to waste agency and unit headquarters after arranging administrative units...
At the meeting, with 100% of members present voting in favor, the National Assembly Standing Committee approved 12 draft Resolutions on the arrangement of district and commune-level administrative units for the 2023-2025 period of 12 provinces and cities; the Resolutions take effect from January 1, 2025, except for the Resolution of Son La province which takes effect from February 1, 2025./.
