On the afternoon of June 9, the Steering Committee for the implementation of the arrangement and reorganization of administrative units at all levels and the construction of a two-level local government model in Ho Chi Minh City (referred to as the Steering Committee) held a meeting. Comrade Nguyen Van Nen, Politburo member, Secretary of the Ho Chi Minh City Party Committee, Head of the Steering Committee, chaired the meeting.
Also attending were comrades: Nguyen Thanh Nghi, member of the Party Central Committee, Standing Deputy Secretary of the Ho Chi Minh City Party Committee, Deputy Head of the Standing Committee of the Steering Committee; Nguyen Van Duoc, member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee, Deputy Head of the Steering Committee; Nguyen Thi Le, Deputy Secretary of the City Party Committee, Chairwoman of the Ho Chi Minh City People's Council, Deputy Head of the Steering Committee; Nguyen Phuoc Loc, Deputy Secretary of the City Party Committee, Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City, Deputy Head of the Steering Committee.

At the end of the meeting, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen emphasized that Ho Chi Minh City must urgently, thoroughly implement and clearly assign responsibilities, and review previously implemented tasks. Ho Chi Minh City must do all necessary and sufficient work to organize the two-level local government apparatus to come into operation from July 1.

In particular, Ho Chi Minh City strictly implements the review, statistics, and handover of assets and documents to ensure completeness, synchronization, and smoothness during the transfer process. Specifically, ensuring that activities are not passive, do not affect normal operations, and do not leave any omissions or interruptions.
New wards and communes must choose public administrative centers with suitable locations, convenient for people and businesses to come and do paperwork; ensuring the activities, functions and tasks of the wards and communes after the arrangement.
Currently, Ho Chi Minh City has some headquarters, facilities, and conditions that are not as complete as desired. However, the Secretary of the Ho Chi Minh City Party Committee noted that this should not affect normal operations but must have specific solutions to overcome the difficulties.

The Secretary of the Ho Chi Minh City Party Committee emphasized that all requests and tasks at this time are very urgent and new. This requires Ho Chi Minh City to be proactive, have a plan, and clearly assign tasks; strengthen inspection, supervision, and promptly correct any deviations. Each cadre in each field must closely follow, grasp, and strictly implement each stage and each task they are responsible for; pay attention to smooth coordination between top and bottom, vertically and horizontally.

He also asked the staff to "work during the day if not enough, work at night" to ensure the progress of assigned work, in the spirit of discussing how to do it better, more closely and faster.
Along with that, Ho Chi Minh City continues to focus on doing a good job in personnel, policy, and ideology, promptly resolving policies and regimes for cadres, civil servants, public employees, and workers who have retired, especially those who work part-time.
