Therefore, Head of the Committee Le Minh Tri requested that the Resolution of the Central Committee fully concretize the new guidelines and viewpoints in the Party's 14th Congress documents and the directives of General Secretary To Lam, and at the same time clearly express the requirement: The fight against corruption, waste, and negative phenomena must continue resolutely, persistently, and with sufficient deterrent power, but must also meet the requirements of accompanying the task of socio-economic development, creating peace of mind and enthusiasm among cadres, businesses, and the people, and creating momentum for development. Continue to improve the institutional framework, legalize, and concretize the new guidelines, viewpoints, and policies of the 14th Congress Resolution and the strategic resolutions of the Central Committee and the Politburo.
At the same time, shift the focus to prevention, innovate management measures, increase post-inspection, reduce pre-inspection, and strengthen supervision from the outset. Concentrate on controlling power in the five areas already stipulated by the Politburo, especially the heads of departments and sensitive areas prone to corruption, waste, and negative practices. Persistently ensure deterrence, education, timely and comprehensive detection and handling of violations in a strict, humane, and persuasive manner, preventing minor violations from accumulating into major ones, and preventing the recurrence of old violations. Focus on inspection, auditing, investigation, and timely handling of violations in key, sensitive areas, and new areas with a high risk of corruption, waste, and negative practices; strictly and without exception handle cases of intentional violations, those orchestrated by ringleaders, and those motivated by personal gain; protect those who innovate, create, and dare to think and act for the common good.
Head of the Central Internal Affairs Commission Le Minh Tri also requested strengthening the fight against corruption, waste, and negative practices at the grassroots level, including petty corruption, and enhancing services for citizens and businesses. He emphasized ensuring effective coordination among functional agencies in combating corruption, waste, and negative practices to meet new requirements and approaches, while simultaneously increasing warnings and deterrence, and supporting socio-economic development.
