Over the past period, the province has paid attention to leading and directing the work of drafting, promulgating, inspecting, and reviewing legal documents. The awareness and responsibility of agencies and units regarding this task have been increasingly enhanced; coordination among departments, sectors, and localities has become closer, contributing to improving the quality of promulgated documents and the effectiveness of law enforcement.

In the Van Don Special Economic Zone, the inspection, review, and systematization of legal documents are carried out regularly, closely following the local plan and the requirements of state management. The People's Committee of the Special Economic Zone has issued a plan for inspecting, reviewing, and systematizing legal documents; at the same time, it focuses on improving the quality of advisory work in drafting, appraising, and issuing documents.
In 2025, the locality drafted 7 legal documents, reviewed 7 draft decisions of the People's Committee, inspected 7 out of 7 documents, and reviewed and systematized 7 documents. No documents with illegal content were found during the inspection. The drafting and promulgation of documents basically ensured compliance with the procedures stipulated in the Law on the Promulgation of Legal Documents; promptly concretized the policies and resolutions of higher levels, were consistent with the local situation, and met the management and operational requirements of the local government.
In addition, specialized agencies in the province have proactively implemented the inspection and review of documents within their areas of management; promptly identifying overlapping or outdated regulations to propose amendments, additions, or repeal. The systematization of documents is carried out periodically, facilitating the search and application of laws at the grassroots level. Self-inspection and inspections within their authority continue to be strengthened, especially in areas directly related to the rights and interests of citizens and businesses.
From April 2025 to March 20, 2026, the Department of Justice reviewed 149 legal documents issued by the Provincial People's Committee. The review revealed that the documents were generally issued in accordance with proper procedures; their content and form conformed to the regulations of the Law on the Promulgation of Legal Documents. The Department of Justice also coordinated with other departments and agencies to review and propose amendments, additions, replacements, and repeals of 126 documents issued by the Provincial People's Council and the Provincial People's Committee.

At the same time, the Department of Justice advised the Provincial People's Committee to announce the list of legal documents that have expired or ceased to be in effect, either wholly or partially, in 2024, with 70 documents completely expired and 21 documents partially expired. The review also focused on regulations on decentralization, delegation, and authorization to improve the effectiveness and efficiency of local government operations; and coordinated the review of documents requiring amendment and supplementation in accordance with the direction of amending the 2013 Constitution and the requirements for reorganizing the organizational structure and implementing the two-tiered local government model.
In addition, the updating, reviewing, and cleaning of text data in the National Database on Law continues to be implemented synchronously, contributing to improving the efficiency of accessing, searching, and applying the law in practice.
To improve the effectiveness of reviewing, revising, and systematizing legal documents in the coming period, localities and units should continue to promote the application of information technology in managing and updating legal document databases; strengthen coordination among specialized agencies; and focus on improving the capacity of staff working in legal affairs and document review. This will contribute to the completion of a comprehensive and unified legal system, meeting the requirements of administrative reform, building a proactive government, and serving sustainable socio-economic development.
