Currently, the Provincial Social Policy Bank Branch is implementing 19 policy credit programs, with outstanding loans as of August 31, 2025 reaching VND 5,881.1 billion, serving 75,323 customers. In the period of 2021-2025 alone, the Social Policy Bank system in the area has lent 129,623 customers with a total amount of VND 8,720.3 billion; of which 4,541 poor, near-poor and newly escaped poverty households borrowed capital to invest in production; 87,356 workers were supported to create jobs, maintain and expand their livelihoods; 26,091 households borrowed to build and repair clean water and environmental sanitation works; thousands of households in difficult areas have access to capital to develop production.

With a large scale, a large number of customers and a wide distribution, the provincial Social Policy Bank system must maintain a strict management mechanism, while effectively promoting the supervisory role of all levels, sectors and people. Therefore, in recent times, inspection and supervision work has been deployed synchronously from the provincial to the commune level, ensuring that all loans are reviewed, appraised and monitored in accordance with the process.
From 2021 to present, the Board of Directors of the Social Policy Bank at all levels has inspected and supervised 703 grassroots levels, 5,368 savings and loan groups (S&L) and 22,649 borrowers. The interdisciplinary inspection teams also supervised 38 localities, 75 savings and loan groups and 815 borrowers.
The provincial Social Policy Bank and the local Social Policy Bank also conduct comprehensive, thematic and surprise inspections every year. During the 2021-2025 period, the entire system inspected 750 communes, 4,058 savings and credit groups and 29,059 borrowers.
Inspections by the State Audit, the State Bank Inspectorate, the Board of Directors of the Vietnam Bank for Social Policies and relevant agencies also contribute to enhancing transparency, ensuring the implementation of policy credit in accordance with the law and to the right beneficiaries.
Along with that, the unions were entrusted to conduct large-scale inspections and supervision with 3,259 unions at all levels in the area, 16,374 savings and credit groups and 267,705 borrowers. This is an important force that helps to regularly review the situation of capital use, remind borrowers to repay on time, and promptly detect and handle arising problems.

The inspection and supervision work does not stop at checking loan records but also focuses on monitoring the effectiveness of capital use. Through the savings and credit team system, bank officers and unions regularly visit borrowers to grasp the production situation, promptly support and explain policies. The savings and credit team is considered an important link, both transferring capital to the grassroots and taking on the role of on-site supervision, helping people use capital for the right purpose, be responsible for debt repayment and be more aware of economic development.
One factor that helps improve the quality of inspection and supervision is maintaining transaction activities at 171 Commune Transaction Points across the province. This is where the bank directly handles procedures, collects debts, collects interest and captures information from the grassroots. Commune Transaction Points operate openly and transparently, thereby improving people's access to capital, saving costs and increasing management efficiency.
Along with that, the Provincial Social Policy Bank promotes the application of information technology in operations. Modernizing the management system allows for remote risk control, accurate data tracking, and faster appraisal and monitoring support. Transactions are carried out safely and securely, contributing to improving service quality and minimizing errors in the lending process.
Thanks to the promotion of inspection and supervision activities, policy credit capital in the province has always operated stably and transparently, creating trust among the people. Thanks to good management of preferential capital flows, the province has not only helped people have conditions to develop production and improve income, but also built a solid foundation for sustainable poverty reduction, socio-economic development and maintaining security and order at the grassroots level. From policy credit programs, from 2020 to now, 8,906 households have risen out of poverty sustainably, making an important contribution to helping Quang Ninh no longer have poor or near-poor households according to national standards.
