Tighten management of passenger transport activities at Cam Mountain Tourist Area

On the afternoon of December 9, the Management Board of Nui Cam Tourist Area (An Giang province) said that it had sent a report to the leaders of the Provincial Party Committee, the People's Committee of An Giang province and relevant departments, branches and sectors on the operation and management of the passenger pick-up and drop-off activities of Honda motorbikes at the tourist area.

It is known that at Nui Cam Tourist Area, there are more than 1,100 individuals registered to practice passenger transport by motorbike. However, on normal days, not holidays or Tet, the number of individuals practicing is only about 500 - 600 people, most of whom are residents of Nui Cam Commune and Chi Lang Ward. Since its inception, the Nui Cam Tourist Area Management Board (in 2014), under Tinh Bien District, has not changed its management model, in the form of individuals registering to practice, but restricting the number from growing further.

Accordingly, every day, individuals who register to practice the profession come to the wharf to register on a first-come, first-served basis, and the dispatching of the trip rotates in order; the chasing of the trip only takes place between 6:00 a.m. and 4:00 p.m. every day. Outside of this time frame, passenger transport activities take place freely, with some people from localities in and outside An Giang province coming to operate outside of dispatching hours.

Cam Mountain Tourist Area has many households and public roads, the dispatching of vehicles is only carried out for the activity of taking visitors from the foot of the mountain to the top of the mountain. When going up the mountain, visitors who want to visit caves, shrines, caves or go down from the top of the mountain must take a vehicle of a private individual or of those who are not registered to practice the profession. The routes to visit caves, shrines, caves, places of worship... have not been managed because they are spontaneous roads in people's land (mountain areas), the roads do not meet traffic standards and cannot be used for passenger transport... A few people who are not registered to practice the profession, claiming to be relatives of households in the mountain area, take their relatives to their houses, ask to take people to weed, clean the garden,... to deceive the security force.

Along with that, when there is no police force to patrol and handle, some drivers have carried more people than the prescribed number to earn extra income...

Regarding this issue, the Management Board of Nui Cam Tourist Area also discussed with the People's Committee of Nui Cam Commune to develop a project to put into management. The working group of An Giang Provincial Police has also surveyed with the Management Board of Nui Cam Tourist Area many times, planning to build an additional tour operator house on the mountain, and is currently calculating the implementation plan.

On the other hand, for restaurants and motels around Nui Cam Tourist Area that have registered for priority driving (when there are customers, the station will notify 50% of the number of customers for individuals who register to run at the restaurant to be transported and the remaining 50% for vehicles registered at the station). This has caused some individuals working at the station to complain that some drivers bring in passengers without reporting their drivers. However, after the Nui Cam Tourist Area Management Board worked with the owners of restaurants, motels, and motels that have registered for priority driving, the situation of operations has become very good.

There is some information that there is pressure on drivers; drivers who know the security guards are given the opportunity to pass through the checkpoint without going through the driver dispatch; the driver dispatcher charges higher than the regulated price. The Management Board of Cam Mountain Tourist Area has conducted a survey of 510 individuals currently operating. The survey results show that more than 90% of the individuals in the profession agree to maintain the same way of management and operation; the driver dispatcher does not require payment higher than the price printed on the ticket and there is no pressure on drivers.

According to the report, the Management Board of Nui Cam Tourist Area committed to rectify a number of difficulties and problems arising in the management and operation of Honda passenger transport activities; at the same time, closely coordinate with the Party Committee, People's Committee of Nui Cam Commune, Chi Lang Ward and the Police to better manage and handle violations.
