The Ministry of Education and Training has just announced a draft circular amending and supplementing a number of articles of the Regulations on university and college admissions for preschooleducation to solicit opinions.

The draft circular sets out a number of new regulations related to university admissions to be implemented from 2025.
Notably, the Ministry of Education and Training plans that training institutions can organize early admission (methods that do not use high school graduation exam results such as considering transcripts, considering competency assessment certificates, foreign language certificates, separate exams, etc.) in an appropriate manner to select candidates with outstanding abilities and academic achievements. The early admission quota is determined by the training institution but does not exceed 20% of the quota for each major or group of majors; ensuring that the admission score for early admission (after equivalent conversion) is not lower than the admission score of the general planned admission round.
Under current regulations, the quota for each admission method is decided by universities and they are responsible for explaining it. However, according to the new draft, the Ministry of Education and Training plans to only allow early admissions of schools that do not exceed 20% of their quota. This will significantly affect large universities. Because currently, these schools only reserve a small portion of their quota for considering high school graduation exam results.
The draft also amends and supplements regulations for candidates who have graduated from intermediate level or higher in the same major group applying for university admission to teacher training majors and majors in the health sector with a practice certificate, the entrance threshold is applied to one of the following criteria: 3 years of high school education with excellent or higher grades or an average score of high school cultural subjects of 8.0 or higher; graduated from high school with excellent or higher grades or high school education with good grades and 3 years of work experience in the right major; graduated from intermediate, college, or university with excellent or higher grades; graduated from intermediate level, or college or university with good grades and 3 years of work experience in the right major.
For candidates applying to universities in the fields of Nursing, Preventive Medicine, Midwifery, Dental Prosthetics, Medical Laboratory Technology, Medical Imaging Technology, Rehabilitation Technology, Music Pedagogy, Fine Arts Pedagogy, Physical Education, the entrance threshold is applied to one of the following criteria: good high school academic performance or average score of high school cultural subjects of 6.5 or higher; graduated from high school with good grades, or had average high school academic performance and had 5 years of work experience in the field of training; graduated from intermediate level, college level, university level with good grades or higher.
For the admission method based on academic results and exam results for each subject (including the total score of high school subjects, high school graduation exam scores, foreign language certificates and other assessment results), the draft requires: the subject group used for admission includes at least 3 subjects suitable for the characteristics and requirements of the training program, including math or literature with the assessment weight accounting for at least 1/3 of the total score;
A training program, major, or group of majors can simultaneously use a number of subject combinations for admission, in which case the common number of subjects in the combinations must have an assessment weight of at least 50% of the total score;
In case of using high school study results for admission, the candidate's entire 12th grade study results must be used.
The method of converting the scores for each program, major, and training group must ensure that no candidate has a score exceeding the maximum score (including priority points, bonus points, and incentive points). For example, if the standard score of a university is 30, then the situation of a candidate exceeding 30 points after conversion must not occur as happened recently.
Training institutions are responsible for explaining the scientific and practical basis in determining admission methods, admission methods, admission combinations and equivalent conversion of admission scores and admission scores; which must be based on analysis, evaluation and comparison of the learning results of admitted students each year.
