Tighten control over students using electric scooters.

In recent years, electric motorbikes and electric bicycles have become popular means of transportation for students due to their convenience, ease of use, and low cost. However, the fact that many students and children who are underage and lack the skills to operate these vehicles still use them poses a potential risk to traffic safety.

After school, it's common to see students riding electric bicycles and electric scooters weaving through busy traffic on many roads. Many instances involve speeding, riding side-by-side, playing around, using mobile phones, or not wearing helmets, causing concern among other road users. Notably, many elementary and middle school students are still given these vehicles by their families to ride to school, even though they haven't fully grasped the regulations of road traffic law. With their almost silent operation, electric vehicles can easily surprise other road users if the students are not observant or have poor reaction time.

Ms. Truong Kieu My, a resident of Long Xuyen ward, said: “The children are young, so their awareness is not yet firm, and they easily engage in lane encroachment, speeding, and reckless overtaking. When faced with unexpected situations, they cannot react. Electric bicycles and electric motorbikes are the most dangerous because they lack clear engine noise or horns.” Similarly, Mr. Nguyen Van Nam, a resident of My Thoi ward, shared: “Due to busy work schedules, many parents let their children drive electric bikes to school on their own, thinking they are easy to ride and safe. However, young children do not fully understand traffic laws, and the risk of accidents is very high. We hope that the authorities will pay more attention to prevent uncontrolled situations.”

In response to this situation, since the beginning of the school year, the Traffic Police Department of the Provincial Public Security has implemented numerous plans to disseminate information and educate students on traffic safety and order throughout the province. "Traffic police forces have intensified patrols and inspections, reminding citizens and students to comply with regulations when participating in traffic," said Colonel Nguyen Van Truong, Head of the Traffic Police Department of the Provincial Public Security.

In schools, awareness campaigns focus on teaching safe driving skills, improving compliance with traffic laws, and preventing road traffic accidents. However, there are still many cases of students violating the rules, despite frequent checks and reminders from authorities.

Another worrying issue is the widespread practice of modifying electric vehicles to increase speed. Many vehicles, after structural changes, can reach speeds comparable to regular motorcycles, but their braking systems, horns, and frames are no longer safe. This increases the risk of losing control, especially for students who lack experience in handling traffic situations.

According to Lawyer Le Lam Thanh from the Provincial Bar Association, the use of electric bicycles and electric motorbikes by students on the roads is becoming increasingly common, with electric bicycles being the most popular among students. “Although current laws do not specifically regulate the age for operating electric bicycles, young children have limited awareness and skills, making them prone to collisions and accidents when participating in traffic. Therefore, stricter management measures are needed, along with increased training in recognizing traffic signs and rules for students to help ensure safety,” said Lawyer Le Lam Thanh.

Families also need to strengthen their management and guidance of their children to develop an awareness of traffic laws. Early traffic safety education will help children become more conscious and responsible when participating in traffic later on. Local police forces also advise parents and students to strictly comply with legal regulations related to the use of electric bicycles and electric motorbikes. Parents should not give these vehicles to their children if they do not meet the legal requirements to operate them.

To mitigate safety risks associated with electric vehicles used in schools, coordinated efforts between families, schools, and authorities are necessary. Besides increased inspections and enforcement, the most important factor remains raising awareness among students and parents about complying with traffic laws. Using electric bicycles and electric scooters in accordance with regulations will contribute to protecting the lives and health of students and children, and create a safer and more civilized traffic environment for the community.
