1) Implement according to plan and timeline – clearly define tasks for 2025.
- Implement the Plan for disseminating laws and knowledge on fire prevention and rescue according to Plan No. 213/KH-UBND (2022–2025); compile the results of implementation up to April 30, 2025, as required for reporting.
- Adhering closely to Program 02/CTr-UBND (2025) on fire prevention and rescue work and Plan 42/KH-UBND (February 14, 2025) on implementing the fire prevention infrastructure plan for the period 2021–2030, with a vision to 2050.
2) Standardize internal processes towards a "easy to do - easy to check - easy to monitor" approach.
- Ensure that 100% of officials, civil servants, employees, and workers strictly comply with fire safety requirements; pay attention to managing sources of fire, heat, and heat-generating equipment; and keep files and documents neatly organized at the workplace.
- Maintain self-inspections of fire safety and rescue; promptly recommend repairs and maintenance of fire safety systems and equipment; control electrical systems and electrical appliances, and minimize the risk of fire and explosion due to electrical malfunctions.
- Review and supplement plans for preventing and handling situations; handle situations according to the "four on-the-spot" principle (on-the-spot command – on-the-spot forces – on-the-spot equipment – on-the-spot logistics).
3) Enhance coordination, training, and drills: with specific schedules, content, and locations.

- The Department directs all departments/units to proactively participate in fire fighting and rescue drills; in case of an incident, immediately report to the Fire and Rescue Police force for coordinated handling and damage minimization.
- The 2025 training and legal awareness conference (including fire safety requirements) will be held on December 15, 2025, for one day (8:00 AM–11:30 AM and 1:30 PM–4:00 PM) at La Thanh Hotel, 226 Van Phuc Street, Ngoc Ha Ward, Hanoi City.

4) Outstanding results
- There were 0 recorded incidents of fire, explosion, and drowning accidents in the tourism sector (according to the consolidated report as of April 30, 2025).
- Enhance compliance and proactive prevention measures within agencies; increase awareness and responsibility of businesses, accommodation establishments, and other entities involved in tourism activities regarding fire safety.
