On the afternoon of November 1, Vice Chairman of the Provincial People's Council Tran Van Ky and Head of the Legal Committee - Provincial People's Council Nguyen Thi Nhuan chaired a working session of the Provincial People's Council's Supervisory Delegation on the topic "Administrative reform work in the province in the period of 2020-2023" with the Department of Labor, Invalids and Social Affairs. Implementing the one-stop, one-stop mechanism in handling administrative procedures (TTHC), the Department of Labor, Invalids and Social Affairs arranged 2 civil servants to be on duty and receive documents for people and businesses (including 1 civil servant who is a department leader) at the Provincial Public Administration Service Center. In addition, the department participated in the project to transfer to Ha Tinh Post Office to directly receive 39 administrative procedures in the field of labor - employment for people and businesses.

In the period of 2021 - 2023, the Department of Labor, Invalids and Social Affairs has digitized records and documents, the results of handling administrative procedures reached 96.66% (in 2021), 96.64% (in 2022) and 85.22% (9 months of 2023).
In 2021, the Department of Labor, Invalids and Social Affairs received and processed administrative procedure files for people and businesses with a total of 12,324 files (of which 277 files were transferred in the previous period, 8,466 files were submitted directly, 3,194 files were connected, and 387 files were submitted online); 12,085 files were processed, 12,075 files were on time, 10 files were overdue, 0 files were returned, and 66 files were requested for additional information.
In 2022, the Department of Labor, Invalids and Social Affairs processed a total of 17,571 applications (of which 239 applications were transferred in the previous period, 12,584 applications were submitted directly, 3,534 applications were connected, and 1,214 applications were submitted online); 16,868 applications were processed, 16,771 were on time, 97 applications were overdue, 8 applications were returned, and 155 applications were requested for additional information.
In the first 9 months of 2023, the Department of Labor, Invalids and Social Affairs processed a total of 13,001 applications (of which 695 applications were transferred in the previous period, 7,712 applications were submitted directly, 2,655 applications were connected, and 1,939 applications were submitted online); processed 12,296 applications, 12,215 applications were submitted before and on time, 81 applications were overdue; 13 applications were returned, and 310 applications were requested for additional information.
The results of providing full-process online public services (level 4) and partial online public services (level 3) of the Department of Labor, Invalids and Social Affairs on the public service information system by September 30, 2023 are 12 partial online public services and 29 full-process online public services. The rate of full-process online records and the rate of online records on the Provincial Public Service Information Portal in 2021 are 3.56% and 7.37%, respectively, in 2022 are 3.29% and 6.71%; in the first 9 months of 2023 are 4.48% and 7.36%.
Regarding the organizational reform, the Department of Labor, Invalids and Social Affairs has proactively reviewed and rearranged the administrative organization and affiliated public service units; reducing from 44 departments, faculties and centers to 34 departments, faculties and centers. In 2021, the Department of Labor, Invalids and Social Affairs had 3/7 public service units with partial autonomy in regular expenditures, and has now switched to 100% autonomy in regular expenditures (including the Employment Service Center, Ha Tinh Vocational College, Ha Tinh Technical College).
At the supervision session, delegates focused on clarifying a number of contents such as: reviewing and proposing simplification of administrative procedures; the announcement of administrative procedures under the authority of the Department of Labor, Invalids and Social Affairs; posting the content of draft documents on the province's electronic information portal has not yet been implemented in accordance with regulations; implementing the digital transformation plan of the industry...
Concluding the monitoring session, Vice Chairman of the Provincial People's Council Tran Van Ky commended and acknowledged the results in administrative reform of the Department of Labor, Invalids and Social Affairs, especially in the field of implementing preferential policies for meritorious people, a special field.

The Vice Chairman of the Provincial People's Council requested the Department of Labor, Invalids and Social Affairs to continue advising the Provincial People's Committee to issue legal documents; pay attention to overcoming shortcomings and limitations in the systematization of legal documents related to the industry.
At the same time, the Department of Labor, Invalids and Social Affairs receives comments and recommendations from the industry to supplement and complete the report on the results of administrative reform implementation; continues to build, complete and apply the quality management system according to TCVN ISO 9001:2015.
