
According to the Department of Construction of Dong Nai province, recently the mass media as well as many articles have continuously reported on the 20 km/h speed limit signs installed on roads in Dong Xoai III Industrial Park, causing difficulties for traffic participants.
On November 18, 2025, the Provincial Police Department coordinated with the Department of Construction, Binh Phuoc Ward People's Committee, and Dong Xoai III Industrial Park Management Board to inspect the current status, thereby recording the sign limiting the maximum speed of 20 km/h on the road connecting Phan Boi Chau Street to DT.741 Street installed by Binh Phuoc Housing Investment and Trading Joint Stock Company before 2025. Currently, the above sign is used for all types of vehicles participating in traffic through the area of manufacturing factories in the industrial park, while serving the people of neighboring residential areas. Therefore, the movement of vehicles at a maximum speed of 20 km/h is inappropriate, causing difficulties for traffic participants.
In order to facilitate and ensure traffic organization on routes managed by the Management Board of Industrial Parks and Economic Zones, the Department of Construction requests that the unit base on Article 11 of Decision No. 3039/QD-UBND dated September 1, 2021 of the People's Committee of Dong Nai province and the Road Law dated June 27, 2024 to organize traffic appropriately.
Previously, Vietnam News Agency published an article: "Road with a "snail's" speed limit of 20 km/h causing difficulties for drivers", mentioning that for many months, drivers traveling on the road connecting to Dong Xoai III Industrial Park (in Binh Phuoc Ward, Dong Nai Province) were very upset and uneasy when the road was invested to be 32m wide but the speed limit sign was only... 20 km/h.
According to local residents and road users, the sign with a “snail” speed is very unreasonable. Because the road is wide, has a hard median strip in the middle of the road, and has no curves or limited visibility, there is no reason to put up a speed limit sign that is too slow. Road users believe that this is not only counterproductive but also unintentionally causes everyone traveling through the road to violate traffic laws.
