Department of Construction suggests 6 house models to prevent storms and floods

On December 2, the Department of Construction sent a document to the People's Committees of communes and wards providing guidance on some typical housing models to prevent floods and storms for households whose houses were completely collapsed or partially damaged due to damage in the recent floods.

Accordingly, the reference house models ensure the "3 hard" criteria (hard foundation, hard frame - wall, hard roof), minimum usable area of ^​​30m2 , house life of 20 years or more according to regulations of the Ministry of Construction . Specifically, the Department of Construction offers 6 suggested house models for people to prevent and fight storms and floods. The house models have floors designed higher than the water level of the highest flood peak. The construction area of ​​the model houses is from 32 to ^50m2 , with a mezzanine to avoid flooding.

The Department of Construction affirms that the above sample plans are only for guidance and suggestions, and are not required to be applied in a stereotyped manner. Depending on the needs of use, the current status of the land, the terrain characteristics (riverside, stream, low-lying area, etc.) and the actual flood peak, the locality guides people to flexibly adjust the design and the height of the flood-proof floor to ensure safety. The Department recommends that the People's Committees of communes and wards propagate and disseminate the above models of storm and flood-proof houses so that households whose houses have collapsed, fallen, or washed away and need to rebuild can refer to and apply them. Publicly post the house models at the headquarters of the People's Committee of the commune and the cultural house of the village/residential group for easy access by people. The organization of construction must respect the wishes and customs of the people, and it is not required to apply the sample design; however, the completed project must ensure the requirements on area, standards and time of use.

In addition, the Department of Construction requested the Commune People's Committee to guide households to renovate and raise floors to prevent storms and floods. For households in difficult circumstances (elderly, single, disabled) who are unable to build their own houses, the Commune People's Committee shall coordinate with local associations and organizations to organize the construction of houses for these people. The Commune People's Committee is responsible for monitoring, supervising and assisting households in the process of building and renovating houses to prevent storms and floods; mobilizing organizations and organizations such as the Fatherland Front, Women's Union, Farmers' Association, Veterans' Association, and Youth Union to help poor households; maximizing the ability to mobilize resources from the community and households; utilizing and exploiting local materials to reduce construction costs.
