Ha Tinh Department of Construction proposes to strengthen anti-money laundering in real estate business

(Baohatinh.vn) - Ha Tinh Department of Construction recommends that project investors, service businesses, and real estate trading floors pay attention to anti-money laundering measures according to legal regulations.

Real estate segments with synchronous infrastructure and convenient traffic connections often record large transaction volumes.

To improve the effectiveness of the fight against money laundering crimes, the Department of Construction recommends that real estate project investors, management and brokerage service businesses and real estate trading floors strengthen the implementation of anti-money laundering measures in accordance with the Law on Anti-Money Laundering 2022, Decree 19/2023/ND-CP of the Government , Circular 09/2023/TT-NHNN of the State Bank and related regulations.

Accordingly, the units shall issue internal regulations on anti-money laundering in accordance with Article 24 of the Law on Anti-Money Laundering 2022 and annually review and evaluate them for appropriate amendments and supplements. Customer identification must be carried out in full steps, including collecting, updating and verifying information in accordance with Articles 10, 11, 12, 13 and 14 of the Law on Anti-Money Laundering 2022; reviewing transactions, classifying customers, applying enhanced measures to high-risk cases and assigning specialized officers to perform anti-money laundering tasks.

Relevant organizations must conduct money laundering risk assessments, report assessment results and regularly update them, and develop risk management processes in accordance with the law. In addition, units are responsible for reporting to the State Bank suspicious transactions and transactions with a value of VND 400 million or more as prescribed. Reporting is done through the information technology system at https://aml.sbv.gov.vn after registering an account with the Anti-Money Laundering Department (No. 504, Xa Dan Street, Van Mieu - Quoc Tu Giam Ward, Hanoi City) in accordance with Article 25 and Article 34 of the Law on Anti-Money Laundering.

The Department of Construction of Ha Tinh also requested the People's Committees of communes and wards to coordinate in propagating to investors, enterprises and real estate trading floors in the area to properly implement regulations; strengthen inspection, detect and promptly handle violations according to their authority. During the implementation process, if any difficulties or problems arise, the units need to promptly report to the Department of Construction for synthesis and advice to the Provincial People's Committee for consideration and handling according to regulations.
