Ms. Le Thi Tuyet Hong, residing in Phu Binh hamlet, Vinh Xuong commune, has a husband who is ill and unable to work stably, and two young children who are still of school age. The entire family currently lives in a dilapidated stilt house with wooden walls and a corrugated iron frame. When it rains heavily, the whole family is always worried about water splashing in and wind blowing through.
For many years, the family of Mr. Nguyen Van Ty, residing in Nga Nam hamlet, Ngoc Chuc commune, lived in an old house with a low foundation and leaky roof. Due to difficult economic conditions, the family has been unable to repair the house. When the local authorities included him in the list of those receiving housing assistance, Mr. Ty continued to work far from home hoping to save up some more money for a more decent new house.
Ms. Lu Thi Thu Ba (Tý's mother) emotionally shared: "Hearing the news about receiving housing support, we were very happy. We only hope to have a new house before the rainy season so we can stabilize our lives. My children are also trying to work harder to build a more spacious house, so the whole family can live more conveniently."
According to Vice Chairman of the Provincial People's Committee Le Van Phuoc, on March 21, 2026, the Prime Minister issued Official Letter No. 270/TTg-KGVX on supporting the elimination of temporary and dilapidated houses for children of resistance fighters affected by chemical toxins. This is a program with profound humanitarian significance, requiring the joint efforts of the entire political system.
Initial reviews indicate that 43 communes, wards, and special zones in the province have compiled lists of 130 households in need of housing assistance. Local authorities are also closely monitoring the specific circumstances and needs of each household to provide appropriate support. To date, 18 communes and wards have implemented social mobilization efforts, with 11 localities raising approximately 547 million VND; 7 communes and wards have yet to raise the necessary funds.
According to the Provincial People's Committee's assessment, in the past period, departments, agencies, and localities have proactively reviewed and prepared quite thoroughly. To ensure the project is completed on schedule, units need to continue to focus intensely on implementation. The Department of Internal Affairs, in coordination with the Vietnam Fatherland Front Committee of the province and relevant departments and agencies, regularly advises on the implementation situation. At the same time, it coordinates with the Provincial Military Command to assign members of the Steering Committee to be in charge of each area to directly monitor, inspect, and urge progress. The People's Committees of communes, wards, and special zones will continue to carefully and accurately review eligible cases for support. Simultaneously, they will promote the mobilization of social resources at the local level to jointly help people settle down as soon as possible.
The province has agreed on a support level of 60 million VND per household for new construction and 30 million VND per household for house repairs. For cases where households do not yet have land for construction, the local authorities will review existing land resources and coordinate with relevant departments to find suitable support options. Simultaneously, local authorities will coordinate with military forces, mass organizations, and residents to provide labor support for construction, based on the principle of "everyone helps with what they can, those with resources help with resources, and those with labor help with labor." The goal is to help eligible households complete the construction and repair of their houses before July 27th.
