Recently, the Land Registration Office - Department of Agriculture and Environment of Ho Chi Minh City sent a document to the investor of the K26 apartment project requesting the provision of documents for the issuance of land use right certificates and ownership certificates for assets attached to the land (land title certificates).
Over 10 years of waiting
The K26 apartment building, developed by Project Management Board 98 ( Ministry of National Defense ), comprises 640 apartments. Located on Duong Quang Ham Street, Hanh Thong Ward, the project was handed over in 2009, but due to various obstacles, hundreds of households are still waiting for their ownership certificates.

The process of resolving obstacles to issuing ownership certificates for apartments in the Duc Khai apartment complex is underway.
In the aforementioned document, the Ho Chi Minh City Land Registration Office cites Decree 151/2025, which stipulates the documents required for the registration and issuance of land use rights certificates (pink books) to transferees of land use rights, ownership of houses and construction works in real estate projects; and requests that investors submit reports and proposals to the office. Subsequently, investors should contact the Ho Chi Minh City Public Administration Service Center for guidance on submitting applications for land use rights certificates for apartments that do not violate construction regulations and meet all the necessary conditions.
Upon receiving this information, many residents of the K26 apartment building felt that "hope has been rekindled."
Mr. NMV (residing in building A3 of K26 apartment complex) said that residents here have repeatedly submitted petitions to the local government and relevant departments to have their land ownership certificates issued. Many official letters urging the investor to cooperate in resolving the issue have been issued, but the residents' important documents remain "pending".
"When we heard the authorities instructing the investor to submit the application for land ownership certificates for residents, we were very happy. We hope that with the involvement of the authorities and the cooperation of the investor, residents of K26 apartment building will receive their land ownership certificates in the near future," Mr. NMV expressed his hope.
Identify the problem clearly and get involved thoroughly.
Recently, many housing projects have also had their obstacles resolved through the efforts of the Task Force for resolving issues related to granting land use rights certificates to organizations and individuals in commercial housing development projects in Ho Chi Minh City (the Task Force).
A typical example is the 4S Linh Dong apartment complex (Hiep Binh ward), developed by Truong Thanh Loc Company, with over 1,100 apartments. Residents have been living in this complex for 12 years, but due to obstacles such as determining additional financial requirements for increased construction area, redefining project boundaries, and determining common and private ownership, the ownership certificates have yet to be issued.
At the end of 2025, the Task Force met and identified issues that needed to be resolved so that the investor could rectify them and proceed with issuing ownership certificates to residents of the 4S Linh Dong apartment complex. In April 2026, the Task Force continued to meet to resolve obstacles for the project, promoting many tasks, such as determining additional financial obligations and approving the boundaries of common and private ownership.
Mr. Nguyen Toan Thang, Director of the Ho Chi Minh City Department of Agriculture and Environment and Head of the Task Force, requested that all relevant parties and the investor cooperate to resolve all complaints definitively. The investor must commit to fulfilling any financial obligations that arise and promptly contact relevant departments and agencies to complete the procedures for issuing land ownership certificates to residents.
More positive signs
In southern Ho Chi Minh City, residents of Duc Khai apartment building (The Era Town project, Tan My ward) share the same sentiment of waiting and hoping to soon receive their ownership certificates after more than 10 years of purchasing their apartments. Many obstacles have been pointed out, including the issue of financial obligations.
Since the beginning of 2026, the Ho Chi Minh City People's Committee has issued a document regarding the resolution of voters' requests related to this project.
Accordingly, the Ho Chi Minh City People's Committee stated that the Department of Construction is coordinating with the Department of Finance to determine the investment value of infrastructure for the 470 apartments in Block B4 and other project components handed over to the state for management and use by the investor, in order to deduct it from the project's financial obligations. After fulfilling its financial obligations, the investor will submit the application for land ownership certificates to the Department of Agriculture and Environment. Based on this, the Department will direct the Land Registration Office to issue land ownership certificates to homebuyers in the project.
Another project experiencing delays in issuing land ownership certificates is the Victory Tower apartment building (Tan My ward), developed by Victory Group Joint Stock Company. Regarding this project, the Ho Chi Minh City People's Committee stated that the Department of Agriculture and Environment has reviewed and addressed citizens' requests and will report on the results.
Bringing joy to tens of thousands of people.
In November 2024, the Ho Chi Minh City People's Committee issued Decision 5013 establishing Task Force 5013. By September 2025, the Ho Chi Minh City People's Committee issued Decision 1645 establishing Task Force 1645 to replace Task Force 5013, thereby continuing to hold numerous meetings to resolve obstacles and issue land ownership certificates for commercial housing projects.

According to the Ho Chi Minh City Land Registration Office, the Task Force has held more than 60 meetings to resolve issues for 251 projects. Of these, 219 projects, comprising 33,035 apartments and land plots, have had their issues resolved and are eligible for land use right certificates (pink books); 9,705 dossiers have been transferred to the tax authorities… The K26 apartment project is one of six projects that the Task Force will work with the investor on in June 2025.
