On the morning of February 10th, Deputy Prime Minister Nguyen Hoa Binh held a working session with the leaders of Quang Ngai province regarding the implementation of the National Petrochemical and Energy Center Project in the Dung Quat Economic Zone. Deputy Minister of Industry and Trade Truong Thanh Hoai also attended the meeting.
Receiving and working with the delegation led by the Standing Deputy Prime Minister were Central Committee member and Provincial Party Secretary Ho Van Nien; Central Committee member, Deputy Provincial Party Secretary and Chairman of the Provincial People's Committee Nguyen Hoang Giang; Vice Chairman of the Provincial People's Committee Do Tam Hien; and leaders of Binh Son Refinery and Petrochemical Joint Stock Company.

Following the Government's directive, the Provincial People's Committee, in coordination with Binh Son Refining and Petrochemical Joint Stock Company (BSR) and relevant agencies and units, reviewed and assessed the practical requirements regarding mechanisms and policies to promote the development of the national refining, petrochemical, and energy center in the Dung Quat Economic Zone.
The Provincial People's Committee has requested the Ministry of Industry and Trade to consider and study the tax policy proposals submitted by the Vietnam National Energy and Industry Corporation, in order to compile a report for the Government to consider and decide according to regulations.
The province has conducted a review and requested the Ministry of Industry and Trade to take the lead in reviewing and finalizing the National Petrochemical and Energy Center Project in the Dung Quat Economic Zone for submission to the competent authority for decision.

Accordingly, it is proposed that the Central Government annually allocate 30% of the revenue from export and import activities generated within the Dung Quat Economic Zone to the Quang Ngai provincial budget for the development of the center, thereby creating financial resources to invest in the construction and development of the National Petrochemical and Energy Center in the Dung Quat Economic Zone.
Investors with investment projects in the National Petrochemical and Energy Center at Dung Quat Economic Zone are allowed to receive advance investment capital to carry out the construction of: shared technical infrastructure systems; resettlement area infrastructure; and other related infrastructure works.

Supplementing the list of potential projects in the energy and refining-petroleum sectors eligible for investment incentives and support as stipulated in Article 17 of the 2025 Investment Law; and special investment procedures as stipulated in Article 28 of the 2025 Investment Law.
Priority should be given to allocating clean land for handover or lease to investors for projects in the fields of petrochemicals, energy, and supporting industries.
There are mechanisms and policies in place for land acquisition to develop the economy and society for the national and public benefit, serving the implementation of projects within the National Oil Refining, Petrochemical, and Energy Center.
The government needs specific mechanisms, such as direct energy trading mechanisms; and at the same time, focus on developing research and development (R&D) centers, creating a foundation for the development of a national refining, petrochemical, and energy center based on a modern, green, and sustainable model.

Speaking at the meeting, Deputy Prime Minister Nguyen Hoa Binh highly appreciated the Ministry of Industry and Trade, the Provincial People's Committee, and relevant agencies for actively implementing the tasks and for initially formulating the project idea with proposed mechanisms and policies. The Government will issue a Resolution on this matter.
Deputy Prime Minister Nguyen Hoa Binh emphasized that the construction and establishment of the National Petrochemical and Energy Center in the Dung Quat Economic Zone has been approved by competent authorities and is in line with planning and strategies. This is a great opportunity for Quang Ngai province, and the province must seize this opportunity to make breakthroughs and rise in the new era.
The challenge is that Quang Ngai must clearly identify and seize opportunities, with careful and thorough coordination and preparation; work responsibly, scientifically, and with dedication; have a different, groundbreaking mindset; and, most importantly, possess strong political determination to successfully implement the plan.
To expedite the establishment of the National Petrochemical and Energy Center in the Dung Quat Economic Zone, Deputy Prime Minister Nguyen Hoa Binh stated that the project proposal must be finalized and submitted to the competent authorities in the first quarter of 2026. The province and relevant agencies and units should approach the process similarly to that of the National Financial Center; establish a National Steering Committee for this center; and treat it as a special economic zone.

The Deputy Prime Minister also gave specific comments on the Project related to the approach to the issue, regulations on the operating mechanism, investment, investment attraction; specific policies; incentives on corporate tax, land tax, capital mobilization, planning work… for the National Petrochemical and Energy Center in the Dung Quat Economic Zone.
"Comrades must innovate their thinking, methods, and approaches; they must be passionate to get to the bottom of the problem. The difficulties ahead are still enormous, one could say a whole 'mountain' of difficulties. We must clearly understand this perspective and have great determination to build a feasible plan. This is both an opportunity and a responsibility for the province towards the development of the national petrochemical and energy center in the Dung Quat Economic Zone," Deputy Prime Minister Nguyen Hoa Binh emphasized.
