Early agreement on teacher recruitment plan for public schools under commune management

(DN) - On October 29, Member of the Provincial Party Standing Committee, Vice Chairman of Dong Nai Provincial People's Committee Le Truong Son chaired a direct and online meeting with the Department of Education and Training, relevant departments and branches; communes, wards and schools in the former Dong Nai province on education work.

This is one of two important working sessions of the Provincial People's Committee leaders to resolve difficulties and problems in the education sector. It is expected that on October 31, the Provincial People's Committee leaders will work with wards, communes and schools in the former Binh Phuoc province.

At the meeting, Vice Chairman of the Provincial People's Committee Le Truong Son listened to the Department of Education and Training, representatives of wards, communes and educational institutions present difficulties and problems related to educational activities. Notably, many schools still lack teachers, some schools lack up to 30 teachers, but cannot recruit due to lack of staff, and on the other hand, the province has not yet agreed on a recruitment plan.

Regarding teacher recruitment, there are still many different opinions on the recruitment plan, including localities proposing to authorize schools to organize recruitment themselves, but many schools also want the Department of Education and Training to be the focal point for teacher recruitment for schools.

Some wards, especially densely populated wards, continue to face difficulties due to overloaded student numbers per class, while infrastructure has not been invested in new construction, upgrading, or renovation in a timely manner. The situation of school overload is forecasted to become more complicated in the coming years if there are no fundamental and drastic solutions.

Besides, purchasing and investing in equipment for teaching and learning in public educational institutions is still difficult, especially information technology equipment.

At the meeting, leaders of some communes said: With the 2-level local government model, the commune-level government is decentralized to manage the education sector more strongly, including all educational institutions from preschool to secondary school in the area. However, in some communes, there is still a lack of specialized and experienced education managers, while this is a very large and broad field, leading to limitations in advising the Party Committee and government in leading and directing the education sector.

Representatives of public schools attending the meeting recommended that the Provincial People's Committee issue a mechanism to allow collection and increase collection rates for a number of educational services to ensure school operations. The province needs to issue a unified mechanism for exploiting public assets for school canteen operations, to both serve the needs of students and maximize the effectiveness of existing public assets.

Localities and schools want the province to accelerate investment in school projects in the area, thereby ensuring facilities for teaching and learning, completely resolving the problem of student overload, and at the same time having enough conditions to be recognized as a national standard school. In particular, many schools have requested the province to facilitate the completion of granting land use right certificates to schools, thereby removing land criteria in building national standard schools...

Speaking at the working session, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee Le Truong Son affirmed that after the province's merger and implementation of the 2-level local government model, the provincial leaders paid special attention to the education sector. This is also a very important sector, the foundation for the province to develop rapidly and sustainably in the new era.

Therefore, the Department of Education and Training and related departments and branches must continue to advise provincial leaders on breakthrough policies in education, while paying attention to and promptly guiding localities to solve difficulties and existing problems in education.

Vice Chairman of the Provincial People's Committee Le Truong Son requested the Party Committees and authorities of wards and communes to proactively pay close attention to, lead and direct the education sector in the area, including considering the arrangement of officials in charge of education with expertise and experience. Regularly inspect and grasp the operational situation of educational institutions in the area, recommend to the leaders of the education sector and the Provincial People's Committee mechanisms and policies to promptly resolve local difficulties.

One of the very important tasks that the Provincial People's Committee leaders requested the Department of Education and Training to urgently complete is to soon unify the plan to recruit teachers for wards, communes and educational institutions to implement, promptly solving the teacher shortage.

The Department of Finance urgently advises the Provincial People's Committee to issue mechanisms and policies for localities and schools to operate smoothly and effectively, especially in investing in purchasing equipment for teaching and learning. For the Provincial Construction Investment Project Management Board, it is necessary to urge regional management boards to speed up the construction, renovation and upgrading of schools. Any completed projects must be promptly handed over to schools for operation.
