Son La strengthens leadership and direction in implementing emulation and reward work in the new period

(sonla.gov.vn) In recent years, the emulation and reward work of Son La province has continued to have many positive changes, becoming an important driving force to promote the patriotic emulation movement, contributing to the successful implementation of socio-economic development goals, ensuring national defense and security and building a strong political system. These results are thanks to the close leadership and direction of Party committees at all levels, the government, the Fatherland Front and socio-political organizations, the responsible participation of professional agencies and the response of the people in the whole province.

Implementing the Party and State's directive documents on emulation and rewards, all levels and sectors in the province have thoroughly grasped the spirit of linking the emulation movement with "Studying and following Ho Chi Minh's ideology, morality and lifestyle". On the basis of closely following the practical situation, each agency, unit and locality has concretized the policy and developed a plan to implement the Law on Emulation and Rewards in accordance with their conditions, ensuring practicality and effectiveness.

Immediately after the Politburo issued Directive No. 41-CT/TW on strengthening the Party's leadership in emulation and commendation work in the new situation, the People's Committee of Son La province directed specialized agencies to advise the Provincial Party Committee to issue Plan No. 293-KH/TU to thoroughly grasp and implement Directive No. 41-CT/TW. The Provincial Party Committee's Propaganda and Education Commission and the Provincial Party Committee's Mass Mobilization Commission focused on orienting propaganda work, opening special pages and columns to commend good people and good deeds, and promoting advanced models. The Fatherland Front and socio-political organizations promoted the mobilization of union members, association members, and people to participate in emulation movements, enhancing the role of supervising the organization and implementation. The Provincial People's Committee also directed branches and localities to develop specific action plans, review and amend regulations on emulation and commendation, ensuring compliance with current laws. The launching of patriotic emulation movements was widely deployed, aiming at successfully implementing socio-economic development goals, welcoming important political events such as party congresses at all levels leading up to the 14th National Congress of the Party, the 11th National Patriotic Emulation Congress, the 16th Provincial Party Congress, the 6th Patriotic Emulation Congress of Son La province, and the 130th anniversary of the establishment of Son La province.

One of the outstanding results is that the province has focused on perfecting the organizational apparatus and improving the quality of the team doing emulation and reward work. The work of discovering, fostering and replicating advanced models has been carried out systematically; rewards have been timely, public, transparent, and for the right people and the right job. Thereby, creating a vibrant emulation atmosphere, encouraging cadres, party members and people to work enthusiastically and creatively. Along with that, Son La province has effectively organized the implementation of Directive No. 19/CT-TTg of the Prime Minister on launching the emulation movement to successfully implement socio-economic development goals for the period 2021-2025. The emulation content is specified in association with economic restructuring, new rural construction, urban development, administrative reform, digital transformation and ensuring social security. The emulation movements have created a strong spread, promoting the participation of the entire political system and the spirit of solidarity and efforts of the people of all ethnic groups in the province.

The implementation of Decree No. 152/2025/ND-CP of the Government on decentralization and delegation of authority in emulation and commendation has been carried out seriously and synchronously. The Provincial People's Committee has promptly reviewed and amended internal regulations, enhanced the responsibility of leaders in reviewing and proposing commendations; strengthened professional guidance to ensure consistency throughout the system. Thereby, commendation activities are increasingly accurate, objective, within authority and suitable to practice. Along with the Decree, Son La province has also proactively implemented Circular No. 15/2025/TT-BNV of the Ministry of Home Affairs stipulating measures to organize and guide the implementation of the Law on Emulation and Commendation in 2022 and Decree No. 152/2025/ND-CP dated June 14, 2025 of the Government. The Department of Home Affairs closely coordinated with units to organize training, disseminate procedures, standards, and commendation records; Applying information technology in handling procedures, managing competition and reward records, contributing to improving the effectiveness of state management in this field.

In preparation for the 11th National Patriotic Emulation Congress in 2025, Son La province has developed a plan to implement congresses at all levels, ensuring the right progress and requirements. Propaganda work has been promoted, creating a vibrant emulation atmosphere, encouraging the spirit of creativity, self-reliance and self-strengthening of cadres and people. Conferences to commend typical advanced models at the grassroots level have been organized solemnly and practically, correctly assessing the results of the emulation movement in the period of 2020 - 2025 and launching the emulation movement in the new period. The province also actively participated in giving comments on draft Laws, Decrees, Circulars on emulation and rewards; closely reflecting the reality of mountainous and border localities to perfect more appropriate policies. This activity contributes to improving the capacity of the emulation and reward team and affirming the responsibility of localities in building and perfecting laws.

With the strong and synchronous leadership and direction and the active response of the people, the emulation and reward work of Son La province continues to be an important driving force to promote socio-economic development, spreading the spirit of patriotism, solidarity and aspiration to rise up throughout the province.
