Effective use of surplus headquarters after arrangement

DBP - Implementing the 2-level local government model, along with streamlining the apparatus towards efficiency, Dien Bien province also pays special attention to the use and reasonable exploitation of redundant headquarters. The arrangement and use of headquarters after the arrangement is carried out synchronously, ensuring savings, avoiding waste of public assets, better serving the operations of agencies, units and development needs at the grassroots level.

Na Non Commune was established on the basis of merging 2 communes: Na Son, Keo Lom and Dien Bien Dong town. The commune's headquarters is currently located at the headquarters of the District Party Committee, People's Council and People's Committee of the old Dien Bien Dong district. After the merger, the People's Committee of Na Non commune reviewed the redundant headquarters, then arranged, reorganized and transferred them to agencies and units in the area in accordance with actual needs. Up to now, the People's Committee of Na Son commune has arranged all 3 old commune headquarters for schools in the area to manage and use.

Keo Lom Kindergarten currently has 1 central school and 7 separate schools in the village with 399 students, of which: 104 students study at the central school, the rest study at the village schools. Teacher Dao Thi Le Hoi, Principal of Keo Lom Kindergarten shared: “Previously, the central school was located on a hillside, the campus was narrow and steep, the classrooms, the principal's house, and functional rooms had to be built in a stepped level, which was very inconvenient for teaching and learning, and the activities of teachers and students. The school had wanted to relocate for many years but had not had land funds or funding. When implementing the 2-level government, the school submitted a proposal and was handed over by the People's Committee of Na Son commune to manage and use the entire old Keo Lom commune headquarters.”

It is expected that after completing the upgrade and renovation, this November, students of Keo Lom Kindergarten Center will be able to study in a spacious, well-equipped school that meets the required standards.

Currently, the new school campus is spacious, convenient for transportation and has enough infrastructure to expand the functional rooms. The school is investing in building 4 new classrooms according to standards, expected to be completed and put into use in November. The old commune office building will be renovated into the principal's office, meeting room and functional rooms.

After implementing the 2-level local government model, Dien Bien Phu Ward Police was newly established with the number of officers and soldiers increased 4 times compared to before. The unit simultaneously took over almost all the functions and tasks of the former Dien Bien Phu City Police. Therefore, the need for a headquarters to ensure service is an urgent issue.

In the context of not having land fund and funding for new construction, Dien Bien Phu Ward Police has been handed over the old headquarters of the Party Committee, People's Council and People's Committee of Muong Thanh Ward to use as a working place.

Lieutenant Colonel Hoang Trung Ha, Chief of Dien Bien Phu Ward Police, said: “Although this facility does not meet the area standards, it basically ensures the conditions to perform well the assigned functions and tasks. In addition, when receiving the headquarters, we were also handed over many equipment, tables, chairs, filing cabinets, and computers from the old ward, helping to save on new investment costs. Thanks to that, the ward police force quickly stabilized its organization, deployed its work, and ensured security and order in the area.”

To ensure the synchronous and proper use and exploitation of public assets, the Provincial People's Committee issued Decision No. 1278/QD-UBND and 1280/QD-UBND dated June 25, 2025 approving the plan for arrangement, placement and handling of public assets. The plans focus on the management of houses, land, vehicles, working equipment and especially the surplus headquarters after the arrangement. Accordingly, the whole province currently has 98 surplus headquarters after reorganizing the apparatus according to the 2-level government model. Of which: 9 facilities were transferred to the Provincial Police for management and use; 37 facilities (mainly schools) were handed over to the Education sector; 40 facilities were arranged for newly established communes and wards to use. Currently, 12 facilities are continuing to be reviewed and handled according to the provisions of law. The process of arranging and handling headquarters is carried out synchronously with the work of organizing the apparatus, ensuring strictness, transparency and compliance with the public asset management process. Facilities are fully utilized for public purposes, limiting abandonment, degradation or loss of state assets.

In the coming time, the Provincial People's Committee will continue to review and evaluate the entire state-owned housing and land fund, thereby building a roadmap for appropriate use and handling of each type. The goal is to effectively exploit public assets, serve socio- economic development and people's lives, while ensuring consistency in administrative reform and streamlining the apparatus according to the 2-level local government model. The effective use of surplus headquarters is a measure to manage assets, practice thrift and discipline in public administration, towards a modern, effective administration and better serve the people.
