Using electronic logbooks to digitize fisheries.

No longer burdened by traditional paper-based record-keeping amidst the turbulent seas, fishermen in Thanh Hoa are gradually becoming accustomed to recording their voyages and catch yields directly on their smartphones. The implementation of electronic logbooks (eCDT) is not only a technological advancement but also a crucial "key" for Thanh Hoa province to gradually modernize its fisheries and strive to lift the IUU (Illegal, Unreported, and Unregulated) fishing "yellow card."

Before setting sail, all fishing vessels strictly comply with the reporting requirements via eCDT.

After nearly a month at sea in the Gulf of Tonkin, Mr. Nguyen Xuan Chinh, owner of the vessel TH 93269-TS, and his crew docked at Lach Hoi Fishing Port in Sam Son Ward. All docking and unloading procedures went quickly because two hours before docking, Mr. Chinh registered the arrival time and declared the catch on his smartphone using the eCDT system, allowing the management and purchasing unit to easily monitor the process. Information and data about the fishing vessel, captain, crew members, laborers on board, and schedule were also updated promptly and accurately. Mr. Nguyen Xuan Chinh stated: "Our fishermen are now accustomed to checking the connectivity of electronic devices such as fish finders, VMS vessel tracking systems, and long-range communication equipment before each fishing trip. Entering and leaving ports is also done through electronic declarations, significantly reducing processing time. The use of advanced and modern equipment not only helps ship owners operate within designated areas but also ensures the quality and value of harvested products through an electronic traceability system."

Currently, at major fishing ports such as Lach Hoi (Sam Son ward), Lach Bang (Hai Binh ward), and Hoa Loc (Hoa Loc commune), registering for port entry and exit through the eCDT system has become a familiar practice for port officers and fishermen. This is a shared software, installed and used via smartphones, applied to the management and monitoring of interconnected information between management agencies, fishermen, and product purchasing units.

In particular, for fishing ports, the implementation of eCDT plays a crucial role in ensuring transparency in seafood production; controlling the entry and exit of fishing vessels; collecting and submitting fishing logs; monitoring seafood production through the port; and issuing receipts, certificates of seafood raw materials, and certificates of origin for harvested seafood as required. For fishermen, eCDT supports port entry and exit requirements; allows for quick, convenient, and accurate declaration of catch; and reduces errors in recording fishing logs.

Mr. Le Van Han, from the Thanh Hoa Fisheries Port Management and Vessel Registration Board, stated: “Installing and using electronic fishing logbooks has become a familiar practice for fishermen. To date, 100% of fishing vessels entering and leaving Lach Hoi Port are using eCDT. This facilitates easier management of entry and exit, and simplifies the reconciliation of catch volumes; harvested products are also purchased more quickly by businesses.”

According to statistics from the Thanh Hoa Fisheries and Marine Affairs Department, as of early May 2026, 982 out of 982 fishing vessels 15 meters or longer in the province had installed vessel tracking devices, reaching 100%, and 2,470 out of 2,901 fishing vessels (85.1%) had installed the application to carry out export and import procedures at fishing ports and estuaries... on the eCDT system. Simultaneously, resources have been allocated at designated fishing ports to organize the deployment of the eCDT electronic traceability system. Accordingly, in the first four months of 2026, 5,551 trips/1,506 vessels completed declarations on the eCDT system, including: 2,714 trips/787 vessels completing export procedures; and 2,837 trips/719 vessels completing import procedures. Information on seafood yields, species, and fishing ground coordinates is updated directly to the management system, ensuring complete transparency in the supply chain. Simultaneously, it helps authorities closely monitor fishing locations and prevent fishing vessels from violating fishing zones at sea.

In reality, the digitalization of fisheries is an inevitable, transparent, safe, and effective direction for Thanh Hoa's fisheries sector. This is not just a change in administrative procedures, but more importantly, a change in mindset so that fishermen act in a modern, integrated manner.

Currently, to realize the goal of 100% of fishing vessels 12 meters or longer using eCDT electronic logbooks effectively and transparently, the Thanh Hoa agricultural sector is closely coordinating with telecommunications infrastructure providers such as VNPT and Viettel to complete the connection infrastructure. At the same time, functional forces are coordinating with local authorities to deploy working groups directly to fishing ports to disseminate information, provide hands-on guidance, and support fishermen in installing and using the software. This aims to create a ripple effect within the fishing community, moving towards responsible and sustainable fishing practices, and contributing to the country's efforts to lift the European Commission's "yellow card" warning.
