Instead of landslides, piles of rocks and debris, and deeply eroded embankments caused by heavy rains at the end of 2025, the Nam Dong - A Luoi road project, also known as Road 74, phase 3, is being accelerated, aiming for completion in June 2026.
At a major landslide site, the soil and rocks that had previously buried the road surface have now been cleared. Construction teams are urgently building retaining walls to prevent further landslides and reinforcing the roadbed. The rocks are neatly arranged, combined with a drainage system to minimize the risk of re-landslides when the rainy season returns.

During the war, Highway 74 was a crucial transportation route serving communication and the transport of military supplies. Due to the road's deterioration and loss of its original condition, the Ministry of National Defense invested in rebuilding it in 2011. According to the plan, the project was scheduled for completion in 2015, but after many years of delays, phase 3 only began implementation in January 2024.
The project involves a Class V mountain road with a roadbed width of approximately 6.5m, a road surface width of 3.5m, and a length of approximately 48km; it is invested in by the 4th Military Region Command, with a budget of approximately 475 billion VND.
Mr. Ho Van Thanh, from A Luoi 4 commune, Hue City, said that Road 74 is gradually being completed, helping to break the monopoly of Road 49, a route often affected by landslides and cut off during the rainy season. Once completed, the journey from A Luoi to the center of Hue City, passing through communes formerly belonging to Nam Dong and Phu Loc districts, to National Highway 1A or connecting to the Cam Lo - La Son and La Son - Hoa Lien expressways, will be more convenient, significantly shortening travel distances.

According to Lieutenant General Ha Tho Binh, Commander of Military Region 4, the Nam Dong - A Luoi road project is of đặc biệt importance. This is a vital transportation route, contributing to promoting socio-economic development and strengthening the national defense and security potential of Hue City in general and the mountainous region in particular.
Route 74 connects the A Đớt - Tà Vàng border gate, the Ho Chi Minh Highway with National Highway 1A and the Chân Mây - Lăng Cô Economic Zone. The route lies on the East-West economic corridor, serving as a gateway to the East Sea for the Southern Laos and Northeastern Thailand economic regions.
Investing in the completion of this road not only creates momentum for socio-economic development, increases the mobility of forces, strengthens the defense posture, and ensures national defense and security, but also contributes to improving the lives of the people, especially ethnic minorities in the mountainous areas of Hue City.
