Amendments to the Party Charter and the Platform for National Construction on the occasion of the 100th anniversary of the Party's founding.

Amendments and additions to the Party Charter and the Political Platform for building the country during the transitional period to socialism will be implemented at the 15th National Congress.

According to Politburo member, Central Committee Secretary, and Head of the Central Organization Department Le Minh Hung, the 14th National Congress of the Communist Party of Vietnam has decided to amend and supplement the Party Charter, along with amending and supplementing the Political Platform for building the country during the transitional period to socialism, at the 15th National Congress of the Party on the occasion of the 100th anniversary of the Party's founding. On February 7th, the Politburo and the Secretariat organized a national conference to study, understand, and implement the Resolution of the 14th National Congress of the Party, using a hybrid format combining in-person and online participation, with the involvement of over 1.9 million delegates.

Attending the Conference were General Secretary To Lam; former General Secretary Nong Duc Manh; President Luong Cuong; Prime Minister Pham Minh Chinh; Politburo member and Chairman of the National Assembly Tran Thanh Man ; and Politburo member and Standing Secretary of the Party Central Committee Tran Cam Tu.

At the Conference, Politburo member, Secretary of the Central Committee of the Party, and Head of the Central Organization Department Le Minh Hung discussed the topic "Report summarizing Party building work during the 13th Party Congress term and summarizing 15 years of implementing the Party Charter (2011-2025); directions, tasks, and solutions for Party building work and implementation of the Party Charter during the 14th Party Congress term".

Mr. Le Minh Hung stated that, based on the report summarizing 15 years of implementing the Party Charter by the 13th Central Committee, the 14th Party Congress decided to supplement and amend the Party Charter along with supplementing and amending the Political Platform for building the country during the transitional period to socialism at the 15th Party Congress on the occasion of the 100th anniversary of the Party's founding.

Specifically, it clearly defines the viewpoints and principles for supplementing and amending the Party Charter, which are:

Ensuring the Party's leadership, the Party's organizational and operational principles, especially the principle of democratic centralism; steadfastly adhering to Marxism-Leninism, Ho Chi Minh Thought, and the theory of the reform line; steadfastly pursuing the goal of national independence and socialism; steadfastly promoting comprehensive and synchronized reform; and synchronizing this with the amendment and supplementation of the Political Platform and the Constitution.

Inherit and uphold the fundamental principles and essence of the Party.

The Party Charter should not be overly detailed or specific. Those provisions in the regulations for implementing the Party Charter that are already clear, consistent with the overall organizational structure of the political system, and relevant to practical realities should be reviewed and amended.

To implement this particularly important task, the Politburo will establish a Central Steering Committee on supplementing and amending the Party Charter, comprising members of the Politburo, members of the Secretariat, a number of members of the Central Committee with extensive experience in Party building and political system building currently working in central agencies, units, and organizations, Party committees directly under the Central Committee, and representatives of some large and specialized Party committees.

The supplementary and revised content focuses on several Chapters and Articles that have been specifically outlined in the Report summarizing 15 years of implementing the Party Charter.

Simultaneously, focus on leading and directing the implementation of theoretical research, summarizing practical experiences, and perfecting products to the highest quality when assigned tasks by the Central Committee and the Steering Committee. Also, responsibly research and participate in drafting projects when the Central Committee and the Steering Committee send them for comments, ensuring quality and timeliness.

The Politburo has assigned the Central Organization Department to lead and coordinate with relevant agencies to study the limitations, obstacles, and inadequacies in the implementation of the Party Charter, in order to advise on amending and supplementing the Regulations on the Implementation of the Party Charter at the 2nd Central Committee Conference and other regulations and guidelines of the Central Committee within 2026.
