The workshop was organized by the Central Policy and Strategy Committee in coordination with Ho Chi Minh City in the context that the National Assembly is expected to pass a Resolution amending and supplementing a number of articles of Resolution No. 98 on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City at the ongoing 10th session.
This is an opportunity to listen to recommendations and proposals for innovative and breakthrough mechanisms and policies, to soon turn Ho Chi Minh City into an international economic , financial and commercial center and develop on par with major cities in the world.

According to Mr. Nguyen Thanh Nghi, Head of the Central Policy and Strategy Committee, Ho Chi Minh City plays a particularly important role in the national economy, is the growth pole, the largest economic center with a contribution of over 23% of the national GDP. This is where the country's outstanding achievements in industry, trade, services, seaports and international integration are gathered.
Ho Chi Minh City is on its way to becoming a megacity - a regional and world-class financial, manufacturing, logistics and innovation center. Resolution No. 98 has created positive changes, helping the city's economy recover and grow, but it is still not enough to remove "bottlenecks", especially in attracting investment.
To be commensurate with the position of economic locomotive, growth engine of the whole country and facing the requirement of becoming a modern megacity, Mr. Nguyen Thanh Nghi said that it is very necessary to have new mechanisms and policies that are more innovative and comprehensive. In particular, it is necessary to have outstanding investment incentive policies, strong decentralization and delegation of power,
Therefore, it is necessary to have a Resolution amending and supplementing Resolution No. 98 with new policies, including policies to attract strategic investors.
Speaking at the workshop, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc said that in recent times, the city has actively coordinated with the Ministry of Finance and central ministries and branches to develop and complete the draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 98.
The draft Resolution is being submitted to the National Assembly Standing Committee for consideration, to be submitted to the National Assembly for approval at the 10th session.
The city is looking forward to receiving necessary contributions and solutions to effectively implement the revised Resolution No. 98. The revision and supplementation of Resolution 98 will help the city have a "new shirt" that is wide enough, beautiful enough, and strong enough to develop further in the coming time.
The 3 issues that Mr. Duoc suggested focused on discussing and emphasizing the priority policy of attracting strategic investors. That is, it is necessary to position the key role of strategic investors as partners in creating development, not just as investors in a specific project for business purposes.

According to Mr. Duoc, the city needs partners with technological capacity, management and connection to the global market; knowledge and technology transfer… to accompany and help the city escape the middle-income trap and accelerate growth in the coming period.
Along with that, we will continue to research and propose expanding the list of priority fields and projects to attract strategic investors according to growth pillars. Emphasizing supporting industries, logistics, seaports, tourism - culture and sports, urban planning and key technology fields such as data centers, cloud computing, digital platforms serving smart cities...
These contents will create a flexible and complete legal corridor for the city to attract strategic investors and form large-scale projects with widespread influence.
The third issue Mr. Duoc suggested for discussion was the design of a general policy framework on procedures for planning approval, project approval, and investor selection; flexible, specific, and separate policies for each field, ensuring compliance with international practices...
In particular, pay attention to outstanding incentive policies, classify projects to apply different incentives and link with the ability to form an ecosystem of supporting businesses.
At the same time, it is necessary to focus on stability in policy, consistency in implementation and transparency in access to information.
Mr. Duoc emphasized that the city will always accompany the business community, investors and experts, creating an open, transparent and fair investment environment, promoting and unleashing the combined strength of resources, creating new breakthroughs for the whole country, with the whole country.
The National Assembly Standing Committee has just commented and agreed to submit to the National Assembly for approval a draft resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 98, on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City at the 10th session of the 15th National Assembly.
The resolution aims to continue perfecting the legal basis, ensuring special, superior, feasible and more effective mechanisms and policies, meeting urgent requirements in attracting strategic investors, mobilizing domestic and foreign resources for investment and development of Ho Chi Minh City after the merger.
The amendment of Resolution 98 is expected to create a new institutional corridor, strong enough for Ho Chi Minh City to develop as a pioneer in the context of urban space being expanded after the merger.
