
Amending and supplementing regulations on textile and garment exports to Mexico under the CPTPP Agreement
Minister of Industry and Trade Nguyen Hong Dien has just signed and issued Circular No. 55/2025/TT-BCT amending and supplementing a number of articles of Circular No. 07/2019/TT-BCT dated April 19, 2019 of the Minister of Industry and Trade regulating the export of textiles and garments to Mexico under the Comprehensive and Progressive Agreement for Trans- Pacific Partnership (CPTPP).
According to the Ministry of Industry and Trade , Circular No. 55/2025/TT-BCT consists of 2 articles with the following basic contents: The Ministry of Industry and Trade announces the tariff quotas for the following years based on the commitments in the Bilateral Letter dated March 8, 2018 of the Minister of Industry and Trade of Vietnam and the Minister of Economy of Mexico on Trade between Mexico and Vietnam for some textile and garment products using shortages of supply and for children's clothing.
At the same time, guide traders on declaring specific rules of origin of goods specified in Article 5 on the CPTPP C/O form. Replace Forms No. 02, No. 03 and No. 04 of Appendix III of Circular 17/2019/TT-BCT with Forms No. 02, No. 03 and No. 04 of the Appendix attached to Circular No. 05/2025/TT-BCT.
The Ministry of Industry and Trade said that Circular No. 55/2025/TT-BCT of the Minister of Industry and Trade takes effect from January 13, 2026.
