Within the framework of the visit to Vietnam from November 26 to December 8, 2025 of the young officers' delegation of the Ministry of the Revolutionary Armed Forces of Cuba, on the afternoon of November 28, in Hanoi, Lieutenant Colonel Nguyen Quang Huy, Head of the Youth Department of the Army (General Department of Politics of the Vietnam People's Army) and Colonel Fernando Quivillet Loyola, Head of the Political Department of the Eastern Army Group (Ministry of the Revolutionary Armed Forces of Cuba) co-chaired the exchange and discussion program between the young officers' delegation of the Vietnam People's Army and the young officers' delegation of the Ministry of the Revolutionary Armed Forces of Cuba.
Also attending the discussion were the Ambassador of the Republic of Cuba to Vietnam and the Military , Air Force and Navy Attachés of Cuba to Vietnam; and representatives of the functional agencies of the General Department of Politics of the Vietnam People's Army.
Emphasizing the visit of the young Cuban officers and the discussion taking place on the occasion of the two countries preparing to celebrate the 65th anniversary of establishing diplomatic relations (December 1960 - December 2025), Senior Lieutenant Colonel Nguyen Quang Huy affirmed that these are very important activities, contributing to educating the young generation of the two countries' armies about the special friendship and solidarity between Vietnam and Cuba; at the same time, further deepening bilateral defense cooperation between the two countries.
According to the Head of the Army Youth Department Nguyen Quang Huy, young officers of the Vietnam People's Army always have special, sincere and loyal feelings for the country and people of Cuba. Notably, among the young Vietnamese officers participating in this discussion, there are those who have studied and worked in Cuba and achieved many outstanding achievements.
Reviewing the traditional history of the special relationship between the two countries over the past 65 years, the Head of the Vietnamese Young Officers Delegation affirmed that the young generation of the two countries in general and young officers of the two Armies in particular have the responsibility to inherit, promote, consolidate and further strengthen the special relationship between Vietnam and Cuba, on the basis of the tradition of solidarity and closeness between the Parties, States and people of the two countries, for the interests and destiny of each nation.
According to Senior Lieutenant Colonel Nguyen Quang Huy, the changing world and regional context has impacted the thinking and psychology of youth in general and young officers in particular, requiring the strengthening of political and ideological education in the armies of each country; at the same time, continuing to concretize the major policies and orientations agreed upon by senior leaders of the two Parties, two States, and two Armies.
Speaking at the seminar, Senior Lieutenant Colonel Nguyen Quang Huy proposed that the two sides continue to maintain and expand exchanges between young officers, contributing to creating more opportunities and favorable conditions for young officers of the two countries to exchange and share experiences in the military and defense fields; contributing to enhancing understanding, solidarity and mutual trust.
In addition, in order to promote education and propaganda for cadres, soldiers, youth, young officers and people of the two countries about the meaning and importance of strengthening the special solidarity relationship between Vietnam and Cuba, Lieutenant Colonel Nguyen Quang Huy suggested that the two sides proactively coordinate and exchange information and experience in the struggle on the ideological, theoretical and media fronts.
Along with that is the enhancement of exchanges and improvement of professional qualifications for young officers, initially focusing on contents such as scientific and technological research, innovation, digital transformation and areas with strengths, suitable to the common needs of both sides such as military medicine, military medicine, military science and technology, cyber security, information technology, etc. associated with exchange activities, seminars, and thematic discussions between young officers of both sides.
Believing that this visit and discussion created a special opportunity for young people in the two countries' armies to meet - an event that transcends borders, languages and generations, Colonel Fernando Quivillet Loyola, Head of the Cuban Young Officers Delegation, emphasized that the event was also a commitment, demonstrating that the relationship between the two countries is not only based on tradition, but also towards the future; the young generations of the two countries will continue to preserve and foster the special solidarity between Vietnam and Cuba to become increasingly stronger.
Colonel Fernando Quivillet Loyola hopes that this activity will inspire young officers of the two countries to further strengthen their cooperative relationship, share experiences, and learn from each other./.
