
On the afternoon of November 11, the National Assembly Delegation of Son La province and the National Assembly Delegation of Vinh Long province discussed at Group 13 about 3 draft laws, including: Law amending and supplementing a number of articles of the Law on Citizen Reception, Law on Complaints, Law on Denunciation; Law on Investment (amended); and Law on Drug Prevention and Control (amended).
Encourage voluntary drug addiction treatment
Emphasizing the need to focus on managing illegal drug users and drug rehabilitation, National Assembly Deputy Vi Duc Tho (Son La) said that the Law needs to encourage addicts to voluntarily undergo drug rehabilitation and clarify the responsibilities of individuals, families, and communities in providing information and managing subjects.

Delegates proposed adding regulations on notifying the commune-level police where the behavior is discovered or where the behavior is located, to ensure comprehensive management. At the same time, strengthen coordination between state agencies, social organizations and the community; arrange reasonable funding to support drug rehabilitation work at the local level.
Delegate Nguyen Thi Quyen Thanh ( Vinh Long ) emphasized that drug prevention and control is an urgent task that contributes to protecting health and family happiness, while ensuring security, order and sustainable development. The delegate recommended that it is necessary to stipulate flexible time limits and drug rehabilitation procedures, suitable for each subject; encourage voluntary drug rehabilitation at home and in the community, and apply digital transformation in managing drug rehabilitation records.

At the same time, strengthen the management of illegal drug users while ensuring human rights, especially for those under 18 years old; supplement specific support policies for women, adolescents, ethnic minorities and the poor; encourage private models and link with social enterprises to support employment for post-addiction people.
Delegate Tran Thi Thanh Lam (Vinh Long) proposed that the decision to manage drug users must be sent immediately to the People's Committee and the Commune Police where the subject is registered as a permanent resident, and at the same time notify relevant agencies such as the Fatherland Front, mass organizations, and hamlet and residential area People's Committees to coordinate education and prevent violations. In case of change of residence, the Commune Police where the person moves must notify the Police where the person moves to within 5 days, except in cases of force majeure such as natural disasters and epidemics.

Delegates emphasized that community reintegration after drug rehabilitation is an important factor, requiring close coordination between agencies, organizations and communities to reduce relapse and improve the effectiveness of drug prevention and control.
Perfecting regulations on citizen reception, complaints and denunciations
Commenting on the draft Law amending and supplementing a number of articles of the Law on Citizen Reception, the Law on Complaints, and the Law on Denunciations, delegate Hoang Van Nghiem (Son La) suggested that recording and filming in the citizen reception room should only be done with the consent of the person receiving the citizen, to avoid arguments and conflicts at the place of citizen reception.

In addition, complaints that have been properly resolved will not be accepted or re-processed to avoid duplication and waste time for both the management agency and the people. The delegate also recommended that when adjusting administrative units and changing the local government model, the Government should provide detailed instructions on the transfer process and handling of outstanding cases, ensuring consistency and avoiding overlap.
Delegate Vi Duc Tho also requested detailed guidance on the responsibilities of whistleblowers in cases of false or untrue denunciations, in order to ensure a unified legal basis. The delegate also noted the clear demarcation of the scope of regulation between the Law on Denunciations and related laws to avoid confusion in implementation.

Regarding the Investment Law (amended), delegate Hoang Van Nghiem proposed to review and unify the system of procedures related to many laws such as the Land Law, Construction Law, Real Estate Business Law, etc. to create maximum convenience for businesses and people.
Delegates also proposed clearly defining the authority, process and responsibility for terminating project activities when investors deliberately prolong the project without actually implementing it, in order to ensure effective socio-economic development in the locality.
