Temporarily suspending port departure permits for passenger ships in Ha Long Bay

From July 20, all tourist ships operating in Ha Long Bay, as well as ships transporting passengers to and from islands, will temporarily stop being granted permission to leave port.

On July 20, due to the complicated developments of storm Wipha (storm No. 3), the Waterway Port Authority and the Inland Waterway Vehicle Registration Department issued an urgent dispatch on temporarily suspending the issuance of permits to leave ports and wharves for passenger transport vehicles in Quang Ninh province.

According to the document, from July 20, 2025, all tourist boats operating in Ha Long Bay, as well as boats transporting passengers to and from islands, will temporarily stop being granted permission to leave port to ensure absolute safety for passengers, crew and vehicles.

For vehicles returning to the mainland to drop off passengers, licenses will continue to be issued. Relevant units continue to closely monitor weather developments through official hydrometeorological forecasts.

Along with that, promptly notify ship owners, ports, captains of relevant parties to take proactive measures to prevent and ensure absolute safety for people and vehicles; do not be subjective or negligent before the effects of the storm.

In the face of storm No. 3, tourist boats on Ha Long Bay have proactively deployed storm prevention plans.

A representative of a 5-star cruise ship in Ha Long said that since noon on July 19, the unit has proactively informed tourists who booked cruise services from July 20 to July 22 about the operating situation to have a suitable schedule.

Accordingly, tourists can change their schedule to a safer, more suitable time. In cases where the schedule cannot be changed, the cruise will refund the service reservation fee to the guests.

This person said that proactively moving passengers' service schedules early will give them more time to prepare for anchoring and take safety measures during the storm.

According to the National Center for Hydro-Meteorological Forecasting (July 20), at 9:00 a.m. this morning, the center of storm No. 3 was about 655 km east of Quang Ninh - Hai Phong , the strongest wind near the center of the storm was level 11 (103-117 km/h), gusting to level 14.

Forecast today (in the next 12 hours), storm number 3 will move quickly to the west at a speed of 20-25km/h, and its intensity is likely to increase by one level, to level 12 (118-133km/h), gusting to level 15.

At 7am tomorrow morning, July 21, the center of storm No. 3 will be on the mainland north of Leizhou Peninsula (China), with storm intensity at level 11, gusting to level 14.

During tomorrow day and night, the storm will enter the Gulf of Tonkin and continue moving west-southwest, towards the coast of the northeastern provinces and the Red River Delta.

At 7:00 a.m. on July 22, the storm center was on the coastal area of Quang Ninh - Ninh Binh, the storm intensity was now level 10-11 (89-117 km/h), gusting to level 14.
