On October 29, the Traffic Police Department (Ministry of Public Security) announced that the Bac Quang District Police ( Ha Giang Province) had detained Luong Van Duy (born in 1990, from Tuyen Quang) for the act of Resisting a person on duty.
Authorities have decided to temporarily detain driver Luong Van Duy.
Previously, at 9:18 p.m. on October 27, Duy drove a truck with license plate 23C-073.36, pulling a trailer with license plate 23R-004.67, on National Highway 2 with signs of violation.
The working group of Vinh Tuy Traffic Police Station (Ha Giang Provincial Police) signaled for Duy to stop the car, but Duy did not comply and continued to drive away. The police used a specialized car to chase him and asked Duy to turn the car back to Vinh Tuy Traffic Police Station for questioning.
Upon checking Duy's car's weight, the police discovered that the vehicle exceeded the permitted weight limit by 91.6%. A breath alcohol test showed Duy had a reading of 1,011 mg/L. A drug test was negative.
The task force then drew up a report with Duy for violations of weight and alcohol concentration. Duy did not comply, but cursed and insulted the traffic police, and drove his car across the highway, causing traffic congestion.
Currently, the Investigation Police Agency of Bac Quang District Police has decided to temporarily detain Luong Van Duy and carry out procedures to handle him according to the provisions of law.
