On the afternoon of November 28, at the headquarters of the Hanoi Party Committee, the Politburo announced the decision to transfer Mr. Vu Dai Thang, Secretary of the Quang Ninh Provincial Party Committee, to join the Executive Committee, the Standing Committee and hold the position of Deputy Secretary of the Hanoi Party Committee.
Immediately after that, the Hanoi People's Council held a meeting to elect Mr. Vu Dai Thang as Chairman of the City People's Committee. With 100% of the delegates present in agreement, Mr. Vu Dai Thang, Deputy Secretary of the Hanoi Party Committee, was elected to hold the position of Chairman of the Hanoi People's Committee for the 2021-2026 term.
In his acceptance speech, the new Chairman of the Hanoi People's Committee, Vu Dai Thang, emphasized that this is an honor and at the same time a huge political responsibility before the Politburo , the Secretariat, the Party Committee and the people of the capital.
The new Chairman of the Hanoi People's Committee said that although he was born and raised in Hai Phong, he always wanted to study, work and contribute to Hanoi. From his university years, then his working time at the Ministry of Planning and Investment, until being mobilized and assigned to train in Ha Nam, Quang Binh, Quang Ninh, he always had a deep attachment to the Capital.
"Today, at the solemn meeting of the Hanoi People's Council, being elected to the position of Chairman of the City People's Committee, I am truly moved and proud," said Mr. Vu Dai Thang.
Expressing his gratitude to the Party Central Committee, the Standing Committee of the Hanoi Party Committee and the delegates of the People's Council, the new Chairman of the Hanoi People's Committee emphasized that the trust in him is both a source of encouragement and a requirement to motivate him to make further efforts. He said that each decision of the capital's government not only directly affects the lives of Hanoi people but also spreads and leads to the overall development of the whole country.
Mr. Vu Dai Thang said that Hanoi is facing opportunities for strong development but also many challenges. This requires innovative thinking and effective ways of organizing and managing urban administration, promoting economic growth, ensuring sustainability, improving income and quality of life for the people.
Determining the role of the head of the highest administrative agency of the city, Mr. Vu Dai Thang affirmed that he and the Hanoi People's Committee will operate with the spirit of discipline, integrity, transparency and efficiency, taking the satisfaction and trust of the people as the final measure. He emphasized the principle of "clear work, clear people, clear time, clear responsibility, clear results" in implementing all tasks.
Deploying tasks for the coming period, the new Chairman of the Hanoi People's Committee outlined five key groups that the city's administrative apparatus will focus on implementing. First of all, striving to achieve the highest socio-economic development targets in 2025, promoting green economy, digital economy, circular economy, cultural industry and high-quality services, aiming for growth in 2026 of 11% or more.
The second task is to improve the operational efficiency of two-level local governments, promote decentralization and delegation of authority along with power control, continue to cut administrative procedures and develop digital government. All are aimed at creating the most favorable environment for people and businesses.
The third task is to reorganize urban space according to a multi-polar, multi-center model; develop transport infrastructure according to the axis and belt thinking; handle major and urgent issues such as traffic congestion, environmental pollution, flooding, urban beautification, land management and construction order. The new Chairman of the Hanoi People's Committee affirmed that infrastructure must go one step ahead to guide planning and development.
The fourth task is to preserve and promote the culture and elegant, civilized people of Hanoi; to conserve the cultural values and creative spirit of Thang Long - Hanoi; to ensure social security associated with economic development.
The fifth task is to ensure national defense and security, maintain social order and safety; proactively grasp the situation early and from afar; strengthen crime prevention, especially high-tech crime; improve capacity for natural disaster prevention, search and rescue, and adapt to climate change.
In his new position, the new Chairman of the Hanoi People's Committee, Vu Dai Thang, pledged to maintain his political stance, strictly follow the leadership of the City Party Committee and the supervision of the City People's Council, dare to think, dare to do, dare to take responsibility, be transparent, honest, and fight corruption and negativity. "I will be close to the people, respect the people, listen to the people, and take the lives, living standards and happiness of the people as the focus of all decisions," Mr. Thang shared.
