Faced with the urgent need for national digital transformation, the construction of an electronic identification system (EDS) for citizens has been and is being vigorously implemented by localities, aiming to help people more conveniently in administrative transactions and public services. The key role in this process is played by the commune and ward police force - the leaders in receiving, guiding and supporting people.

Implementing the direction of the Ministry of Public Security and the Provincial Police on promoting the implementation of Project 06 of the Government, the police of communes and wards in the province have arranged machines, equipment and officers and soldiers to directly receive documents and carry out procedures to issue Citizen Identification Cards (CCCD) with electronic chips combined with mobile phones for local people. At the procedure points, police officers and soldiers directly guided citizens to declare information, take fingerprints, take portrait photos and complete documents according to regulations. The work of receiving people was carried out seriously, in accordance with procedures, ensuring security, order and creating maximum conditions for people to feel satisfied when coming to work.

At the Tan Lac Commune Police Headquarters, despite the large number of people coming, the police officers always maintained a friendly attitude, enthusiastically guiding and carefully explaining each step of the procedure to the people, not making anyone wait long or confused by the new process. The police officers warmly welcomed each person, providing special support to the elderly, children and those who are not familiar with digital technology .

People who came to do the procedures also expressed their satisfaction and appreciated the spirit and service attitude of the police force. Ms. Bui Thi Hiep, Hong Thong hamlet, Tan Lac commune shared: "My house is more than ten kilometers from the center, so I had to leave early in the morning. When I arrived here, the police officers enthusiastically supported me, helping me complete the mobile phone application quickly, making it convenient to do paperwork and register for public services."

Lieutenant Pham Xuan Thanh - Tan Lac Commune Police, who directly works as a mobile phone representative for the people, said: "After the merger, the commune has a large area, a large population, many hamlets are far from the commune center, and people still have many difficulties in transportation and technology, so the work of guiding electronic identification requires perseverance and dedication. There are days when we receive more than 100 applications for citizen identification and mobile phone. From July 1st to now, the Commune Police have received 3,400 applications for citizen identification and 1,004 mobile phone representatives. We regularly propagate to help people understand the benefits of mobile phone representatives, and at the same time help them complete the procedures in the most convenient way. This is not only a work task but also a responsibility to the community."

At Thong Nhat Ward Police Station, Ms. Nguyen Thi Binh, residing in Group 9, came to work as a mobile phone representative and shared: Thanks to the enthusiastic guidance of the Ward Police Station, my family and I completed the mobile phone representative procedure very quickly. Now, I can carry out administrative procedures right at home online without having to go back and forth many times.

Lieutenant Colonel Pham Minh Khanh - Deputy Chief of Thong Nhat Ward Police said: "The ward after the merger has a large population, the organization of instructions on how to make a mobile phone cannot be done in the old way but must be more flexible and creative. We have combined many forms, from direct to online, to ensure that all people are supported quickly and accurately, especially the elderly and those with little contact with technology."

Supporting people to make e-government not only helps reduce the burden on administrative agencies but also contributes to building a transparent and effective digital government. Commune and ward police, with their closeness and understanding of the locality, are an important bridge to help people access modern public services in the easiest and most convenient way.

According to statistics, up to now, the whole province has received 830,424/954,894 ID card applications, reaching 86.96% for 3 age groups; received 720,812 mobile phone accounts.
