The Civil Aviation Authority of Vietnam (CAAV) has just sent a document to units in the aviation industry regarding strengthening aviation security control measures at airports during the 2024 New Year holiday.
Accordingly, in order to ensure good service for people's travel needs, ensure security, order and traffic safety during the 2024 New Year, the Department requires Vietnam Airports Corporation - JSC, Van Don International Airport, Vietnam Air Traffic Management Corporation, Aircraft Engineering Company Limited to proactively coordinate and exchange information with local police agencies to promptly grasp the situation, be ready to handle arising situations; ensure smooth communication with agencies and units according to regulations.
Seriously implement aviation security control measures according to the approved Aviation Security Program (ANHK) and ANHK Regulations; ensure normal operation of equipment, means, and tools supporting aviation security; review and prepare necessary emergency response plans.
Airports need to proactively arrange additional personnel and necessary equipment when the number of passengers passing through airports increases. At the same time, they need to strengthen inspection, supervision, management, raise awareness, sense of responsibility, and ensure strict implementation of procedures and regulations in performing tasks.
In addition, the Civil Aviation Authority of Vietnam requires units to implement additional measures to strengthen aviation security control such as: increasing the frequency of patrolling public areas, controlling unclaimed luggage; regularly checking trash cans, restrooms and hidden places; increasing control of entry/exit to restricted areas; increasing screening of passengers, carry-on luggage, non-passengers and items brought in/out of restricted areas.
For Vietnamese airlines, the Civil Aviation Authority of Vietnam requires airlines to review and maintain good aviation security processes and procedures under the responsibility of the airline.
Closely coordinate with airport authorities and aviation security control forces in handling violations of security and safety regulations at aviation check-in areas, restricted areas and on aircraft according to handling procedures.
At the same time, strictly implement the procedures for checking aircraft security before receiving passengers, luggage, goods, and postal items onto the aircraft and after all passengers, luggage, goods, and postal items have been removed from the aircraft according to regulations.
For other aviation service providers, the Civil Aviation Authority of Vietnam requires strict maintenance of regulations on internal security control and information security; full compliance with aviation security control processes and procedures for restricted areas of the unit; close coordination with airports, airline representatives, airport authorities, aviation security control forces, police and local authorities to handle aviation security violations in the area of operation.
The Civil Aviation Authority of Vietnam also requested the Airport Authority to closely monitor the procedures and measures to ensure aviation security; promptly resolve any problems that arise between units. At the same time, promptly receive and strictly handle violations of aviation security; coordinate with the police force and relevant State agencies in the area to promptly and effectively handle violations occurring in the area under their management and disseminate the contents of this document to aviation service providers at the airport.
Implementing the peak period against smuggling, trade fraud and counterfeit goods
Previously, the Civil Aviation Authority of Vietnam also sent a document to relevant units in the aviation industry regarding the implementation of anti-smuggling, trade fraud and counterfeit goods via air routes before, during and after the Lunar New Year 2024.
Accordingly, in order to implement the Plan of the National Steering Committee and the Ministry of Transport on preventing smuggling, trade fraud and counterfeit goods before, during and after the Lunar New Year 2024, the Civil Aviation Authority of Vietnam requests the Heads of agencies and units to thoroughly disseminate to all officers and employees in the agencies and units, especially paying attention to personnel participating in the air transport chain to seriously implement the Plan of the National Steering Committee and the Ministry of Transport on this matter.
The Civil Aviation Authority of Vietnam requires units to strengthen regular inspection and control at aviation check-in points to promptly detect and coordinate to strictly handle acts of smuggling, trade fraud and counterfeit goods before, during and after the Lunar New Year 2024.
At the same time, proactively preside over or coordinate with relevant authorities to widely disseminate the above instructions in many forms, so that everyone clearly understands and resolutely coordinates to fight against smuggling, trade fraud and counterfeit goods in their units.
In addition, units need to actively apply information technology and social networks in appropriate forms in propaganda work; publicize email boxes and hotline numbers so that people can know, exchange, share, receive and promptly handle reports via hotlines; closely coordinate with the National Steering Committee 389 and relevant authorities when requested. At the same time, strictly handle or coordinate to handle according to the provisions of law against agencies, organizations and individuals who violate the provisions of smuggling, trade fraud and counterfeit goods before, during and after the Lunar New Year of Giap Thin 2024.
The Civil Aviation Authority of Vietnam also requires heads of agencies and enterprises to be responsible for the fight against smuggling, trade fraud, and counterfeit goods in civil aviation activities of their units.
