Strengthening mechanisms and policies to support environmental protection and rural clean water supply

Promoting the implementation of the Program to strengthen environmental protection, food safety and rural clean water supply in new rural construction in the period of 2021-2025, up to now, Thai Binh province has 75 centralized clean water supply works operating to supply water according to the plan with a total design capacity of 359,370 m3/day and night, the actual capacity is currently about 521,000 m3/day and night, managed, operated and exploited by 33 enterprises and 07 commune-level units (Commune People's Committees, Cooperatives).

The rate of people using clean water from the centralized clean water supply system has reached nearly 100%; 100% of communes and towns have established waste collection teams, the core of which is the Women's Union. Domestic solid waste generated in the population is gathered by households at collection points along the roads of villages, communes and towns; collected by means of transport to the waste treatment area. The synthesis results reported by the districts show that the current rate of collected solid waste is 96.37%. In the province, there is 01 Domestic Solid Waste Treatment Plant of Thanh Dat Trading Joint Stock Company, which treats solid waste using TTD-01 technology (no landfill) for 15 communes and towns of Quynh Phu district.

Food safety work has received more attention, awareness and capacity to comply with food safety regulations of people, especially owners of establishments and direct producers in communes building advanced new rural areas have many positive changes, food safety regulations are applied in production and business practices of establishments.

The People's Council of Thai Binh province issued Resolution No. 17/2021/NQ-HDND dated July 14, 2021 on Regulations on mechanisms and policies to support the collection, transportation and treatment of domestic waste for communes, wards and towns in Thai Binh province, period 2021-2025 and Resolution No. 30/2021/NQ-HDND dated December 10, 2021 on regulations on mechanisms and policies to support investment projects on centralized domestic waste treatment in Thai Binh province, period 2021-2025.

Accordingly, Thai Binh supports the collection and transportation of household waste at 10,000 VND/person/year for all communes, wards and towns; 15,000 VND/person/year for communes and towns that self-treat household waste using incinerator technology or other technologies. 100% support for compensation and site clearance costs for the entire land area planned to build a centralized household waste treatment plant; 50% support for bank loan interest to invest in fixed assets of the project within 3 years from the date of borrowing, the total support amount does not exceed 5 billion VND/project. 100% support for investment costs to build a traffic route connecting the centralized household waste treatment plant with the existing traffic system.

The People's Committee of the commune where the centralized domestic waste treatment plant is located is supported with 7 billion VND for the capacity scale of 100 - under 200 tons/day, 10 billion VND for the capacity scale of 200 tons/day or more; The People's Committee of the commune adjacent to the centralized domestic waste treatment plant is supported with 3.5 billion VND for the capacity scale of 100 - under 200 tons/day, 5 billion VND for the capacity scale of 200 tons/day or more...
