On the morning of December 9, continuing the 10th Session, the National Assembly listened to the Report on the results of receiving citizens, handling petitions and supervising the settlement of complaints and denunciations sent to the National Assembly in 2025.
The number of complaints, denunciations and petitions sent to the National Assembly agencies and National Assembly delegations tends to decrease.
The report on the results of receiving citizens, handling petitions and supervising the settlement of complaints and denunciations sent to the National Assembly in 2025 was presented by Chairman of the Committee for Citizenship and Supervision Duong Thanh Binh, stating that in 2025, the situation of citizens sending complaints, denunciations, recommendations and reflections to the agencies of the National Assembly and the National Assembly Delegation tended to decrease slightly compared to 2024. However, the number of large delegations coming to the places of citizen reception of the National Assembly Delegation increased by 62 delegations compared to 2024, showing that the situation of complaints and denunciations still has potential risks of complications, especially in some localities with many land acquisition projects for socio -economic development purposes.

According to reports from the Government, the Supreme People's Court, the Supreme People's Procuracy , the agencies have received 595 cases of complaints, denunciations, petitions and reflections from citizens transferred by the agencies of the National Assembly, the National Assembly Delegation and the National Assembly Deputies. To date, the agencies have reviewed, resolved and responded to 343 cases, and are continuing to resolve 252 cases.
The specific results are as follows: Ministries, branches and People's Committees at all levels received 339 complaints, denunciations, recommendations and reflections from National Assembly deputies, National Assembly delegations and National Assembly agencies. To date, the agencies have resolved and responded to 159 cases (reaching a rate of 46.9%); 180 cases are still being considered and resolved.

The People's Courts at all levels have received 148 cases transferred by the National Assembly agencies, the National Assembly Delegation and the National Assembly's Standing Committee for Citizen Reception. To date, the People's Courts at all levels have resolved and responded to 119 cases (80.4%); and are continuing to study and resolve 29 cases.
The People's Procuracy at all levels has received 108 cases transferred by the agencies of the National Assembly, the National Assembly Delegation, the National Assembly Deputies and the National Assembly's Standing Committee for Citizen Reception. To date, the People's Procuracy at all levels has resolved and responded to 65 cases within its authority; and is continuing to study and resolve 43 cases.
There is a solution to completely handle the situation of mass complaints.
To further improve the quality and effectiveness of citizen reception, complaint and denunciation settlement in the coming time; to ensure the successful organization of the election of deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026-2031 term, the Chairman of the Committee for People's Aspirations and Supervision stated that the National Assembly Standing Committee requested concerned agencies to carry out a number of tasks and solutions.

Specifically, for the agencies of the National Assembly and the National Assembly Delegation, continue to improve the quality and effectiveness of citizen reception, handling of petitions and supervision of the settlement of complaints and denunciations, especially complicated and prolonged cases; further improve the quality of advisory work to limit the transfer of petitions to the wrong competent authority or the transfer of petitions for cases that have been resolved beyond their competence and in accordance with legal regulations. Strengthen the supervision of the implementation of the law on citizen reception, settlement of complaints and denunciations, especially the responsibility of heads of administrative agencies in performing the task of settling complaints and denunciations...
For the Government, the Prime Minister, and central ministries and branches, it is necessary to strengthen state management and public inspection of citizen reception, handling of complaints and denunciations; be proactive in grasping the situation, especially in localities where there are or are potential for mass, complicated incidents to proactively urge and coordinate with localities to resolve them thoroughly. Have solutions to thoroughly handle the situation of mass complaints and denunciations, which are filed at higher levels to central agencies; effectively review pending, complicated, and prolonged complaints and denunciations to resolve them thoroughly, and at the same time review newly arising complicated incidents to make a list for review in the coming time...
