Strengthening international cooperation to promote innovation ecosystem associated with intellectual property education

On November 24, 2025, in Hanoi, the National Office of Intellectual Property (NOIP), Ministry of Science and Technology in collaboration with the World Intellectual Property Organization (WIPO Academy) and the Atal Innovation Mission (AIM - India) organized a meeting on developing an innovation ecosystem (IEC) associated with IEC education, opening a series of international events taking place from November 24-28, 2025 to promote IEC education for the young generation in Vietnam and the ASEAN region.

Towards building a national IP culture

In his opening speech, Deputy Director of the National Office of Intellectual Property Nguyen Hoang Giang emphasized the importance of forming an intellectual property culture from the young generation, considering this a solid foundation for the country's sustainable development.

Mr. Nguyen Hoang Giang affirmed that Vietnam always attaches importance to educating and nurturing awareness of IP from an early age, aiming to build a culture of IP for all people, where all classes in society, from students to businesses, clearly understand the value of innovation, know how to protect and exploit IP rights as a tool for economic and social development. "IP culture is not an abstract concept but a living system of values, where all creative ideas are respected, protected and used legally, contributing to minimizing violations and promoting a healthy competitive environment," he emphasized.

According to Deputy Director Nguyen Hoang Giang, with a young workforce full of creative energy, Vietnam has great potential to become an innovation hub in the digital economy era. He envisions a future where innovation labs will appear in schools, helping pupils and students practice their inventive skills, turn ideas into products of practical value, and at the same time nurture a generation of young entrepreneurs and scientists .

Mr. Nguyen Hoang Giang said that today's meeting is to realize the cooperation commitment between the National Office of Intellectual Property, WIPO and AIM India after the visit to Vietnam of WIPO Director General Daren Tang. The parties will share the model of developing an innovation ecosystem associated with IP education in India, especially the Atal Tinkering Labs model of India, and discuss the possibility of implementing it in Vietnam, towards building an innovation ecosystem closely linked with education and startups.

Speaking at the meeting, Ms. Altaye Tedla - Director of WIPO Academy affirmed that WIPO Academy is a training agency of the World Intellectual Property Organization, always ready to cooperate and support Vietnam in the field of education and innovation. Ms. Altaye Tedla highly appreciated Vietnam's efforts in promoting IP training for youth, pupils and students, demonstrated through two Resolutions issued by the Politburo in the recent past: Resolution 57-NQ/TW dated December 22, 2024 on breakthroughs in science and technology development, innovation and digital transformation and Resolution 71-NQ/TW dated August 22, 2025 on breakthroughs in education and training development.

At the same time, Ms. Altaye Tedla emphasized the need to innovate educational methods to keep up with the changes of the times. The representative of WIPO Academy expressed his desire to work with the authorities and educational institutions of Vietnam to build a modern IP training system, helping to unleash the creative potential of the young generation and spread IP culture throughout society.

Over the past five years, the WIPO Academy has trained more than 550,000 young people globally through online and face-to-face programs, of which 56% are women, said Ms. Altaye Tedla . The pillars of the “IP4Youth & Teachers” Program include teacher training, learning resource development, innovative summer camps and a network of IP Youth Ambassadors, aiming to build an “inclusive, equitable and balanced IP ecosystem.”

Vietnam has great potential to expand this model thanks to the strong development of the innovation ecosystem and support from the Government. WIPO Academy and AIM will support Vietnam in implementing tinkering labs, startup incubation programs and IP teacher training initiatives, helping Vietnamese youth "learn to create, protect ideas and turn innovations into real value".

At the event, Mr. Himanshu Joshi, Head of AIM Program, shared India's journey of building an innovation ecosystem and proposed a cooperation model with Vietnam to promote education and creative startups based on intellectual property.

According to Mr. Joshi, by 2025, India will have risen to 38th place in the Global Innovation Index (GII), becoming one of the countries with the most dynamic startup ecosystems in the world with more than 188,000 startups, 1,500 incubators, 120 "unicorn" businesses and 1.7 million new jobs created. During the period 2019-2024, India recorded more than 2.38 million patent applications and 2.15 million trademarks, affirming the strong development of creative culture and intellectual property protection in the economy.

Mr. Joshi introduced in detail the outstanding models of AIM including: Atal Tinkering Labs (ATL) with more than 10,000 school innovation labs where students are trained in design skills, critical thinking and invention; Atal Incubation Centers (AIC) - a network of 101 business incubation centers supporting more than 5,000 startups, of which 35% are led by women; and Atal Community Innovation Centers (ACIC) - 50 centers promoting community innovation. These programs help India form a close link between schools - research institutes - businesses - communities.

He also emphasized that the AIM - WIPO cooperation model is designed for WIPO member countries to develop training programs, hackathons, exchange experts and set up innovation labs in schools. AIM is ready to cooperate with Vietnam in building a national innovation agency, developing capacity for teachers and students, and supporting the implementation of incubator models, startup competitions, and international mentoring networks, Mr. Himanshu Joshi shared.

*From November 25-28, 2025, within the framework of the event, will take place International Conference on IP Education for the ASEAN Region with The workshop was attended by more than 30 international delegates from ASEAN (policy makers, experts, IP teachers) and 50 domestic delegates from the Ministry of Education and Training, the National Office of IP, Departments of Education and Training, high schools, STEM/Innovation organizations. Within the framework of the workshop, delegates will have the opportunity to exchange and share experiences in building IP curriculum, sharing WIPO documents, group practice activities, lesson design, problem solving and field surveys at some high schools in Hanoi.
