On December 2, in Hanoi, the signing ceremony of the Memorandum of Understanding on cooperation between the Ho Chi Minh Monument Site and Saint Petersburg State University (Russian Federation) for the period 2025-2030 took place, opening up new and deeper cooperation opportunities in preserving and spreading Ho Chi Minh's heritage.

This is a practical activity to celebrate the 75th anniversary of the establishment of diplomatic relations between Vietnam and the Russian Federation (1950-2025), and 10 years of cooperation between Saint Petersburg State University and the Ho Chi Minh Relic Site at the Presidential Palace (2015-2025).

During his years of international activities, President Ho Chi Minh repeatedly affirmed the great role of the October Revolution in his path to national salvation; at the same time, he expressed his deep gratitude to the Soviet people for their selfless and wholehearted assistance to Vietnam in the struggle for national liberation as well as in the process of national construction. That sentiment has become a priceless spiritual heritage, laying the foundation for the traditional friendship between Vietnam and the Russian Federation, which continues to be preserved and nurtured through many generations.

That precious heritage is still being preserved and vividly displayed at the President Ho Chi Minh Relic Site at the Presidential Palace - where Uncle Ho lived and worked during the last 15 years of his life (1954-1969). At Uncle Ho's residence and workplace, today there are still preserved many documents and artifacts imbued with the Vietnam-Russia sentiment, along with intimate stories about his heart for Russia and the Soviet people's affection for President Ho Chi Minh - a great friend of the world .

Speaking at the signing ceremony, Director of the Ho Chi Minh Relic Site at the Presidential Palace Le Thi Phuong emphasized: For the first time after 10 years of building a cooperative relationship between the Presidential Palace Relic Site and Saint Petersburg State University, the two units agreed to sign a Memorandum of Understanding on cooperation for the period 2025-2030. This event is both a meaningful activity to celebrate a decade of connection and an important milestone opening up a deep cooperative relationship between the two units.

The Director of the Ho Chi Minh Relic Site said: Saint Petersburg State University, which is honored to have the first and only Ho Chi Minh Institute outside of Vietnam, is a world-class scientific, educational and cultural center with a long history, founded in 1724. Meanwhile, the Presidential Palace Relic Site is a special national relic, a place that crystallizes the spirit of the nation, marking a great man who devoted his whole life to the independence, freedom and happiness of the people.

The two units met through common strengths in scientific research and international cooperation, but above all, first of all, they met through affection and respect for the life, career, ideology, morality, and style of Ho Chi Minh and the Vietnam-Soviet friendship that he worked so hard to build.

Therefore, the memorandum of cooperation opens a new stage in the cooperation between the Presidential Palace Relic Site and Saint Petersburg State University.

“I consider this a memorandum of cooperation with dual value, contributing to honoring President Ho Chi Minh on a world scale while promoting international cooperation in scientific research between the two units,” Ms. Le Thi Phuong emphasized.

In the memorandum, the two sides agreed on key contents such as: Coordinating the organization of scientific events and important commemorative activities of the two countries, especially days related to President Ho Chi Minh; supporting internship programs for students of Saint Petersburg State University at the Presidential Palace Relic Site; coordinating the collection of artifacts, documents, folders and information related to Ho Chi Minh's heritage and Vietnam-Russia relations; organizing communication activities, enhancing scientific research cooperation, inviting experts to participate in seminars, talks and exhibitions of the two sides; coordinating the publication and exchange of new publications on President Ho Chi Minh and the history of relations between the two countries; participating in international forums of mutual interest, thereby expanding the space for cooperation.

Attending the signing ceremony, Deputy Minister of Culture, Sports and Tourism Trinh Thi Thuy assessed that this event marked a new step of development, demonstrating joint efforts in preserving heritage, promoting scientific research, enhancing exchanges and promoting cultural values ​​of the two nations.

“The Ministry of Culture, Sports and Tourism of Vietnam highly appreciates the initiative and efforts of the President Ho Chi Minh Relic Site at the Presidential Palace, along with the close coordination of Saint Petersburg State University in the process of preparing this important cooperation agreement. The Ministry's leaders will continue to create favorable conditions for the two units to effectively implement the agreed cooperation contents; at the same time, encourage professional exchange activities, research, communication and knowledge sharing to improve the quality of the two sides' activities, in accordance with the characteristics and strengths of each unit,” Deputy Minister Trinh Thi Thuy affirmed.

The signing of the Memorandum of Understanding on cooperation between the President Ho Chi Minh Relic Site at the Presidential Palace and Saint Petersburg State University for the period 2025-2030 aims to implement Conclusion No. 85-KL/TW dated August 19, 2020 of the Secretariat on continuing to implement activities honoring President Ho Chi Minh abroad and the "Cultural cooperation program between the Ministry of Culture, Sports and Tourism of Vietnam and the Ministry of Culture of the Russian Federation for the period 2025-2027".

This meaningful activity affirms the common determination of the two units in preserving and spreading Ho Chi Minh's heritage, while opening up new and deeper cooperation opportunities, contributing to strengthening the relationship and enhancing mutual understanding between the people of Vietnam and the Russian Federation in the new era.
